Crossover Report Legislative Crossover, otherwise known as half time for the legislative session, is upon us. Last Thursday signified the day that all remaining House bills needed to be passed to the Senate and vice versa.
Crossover tells us that while the first half of the session was hectic, that the end of this legislative year is near. In keeping with tradition, we created the NH CAN Mid session Report to outline what NH CAN accomplished in the first half of the year and what we have yet to accomplish.

Medicaid Managed Care
There has been a lot of activity regarding Medicaid Managed Care over the last few weeks, as eh Executive Council reviews contracts for companies to manage the program. While this is not a NH CAN Priority, and NH CAN has taken no direct position, we are still monitoring the situation since it will affect many of NH's more vulnerable children and families.
Since this legislation passed last year, there have been more questions than answers. When NH CAN addressed this issue at our Summit keynote in November, we heard that very feedback. Many were overwhelmed by the complexity of the issue and still others were frustrated that there wasn't more known about the process. As the Executive Council contemplates approving the three contracts for Managed Care Organizations (MCO), we are still asking more questions than the contracts answered.
The Children's Alliance is part of a working group which is reviewing the contracts and raising areas of concern. The next important date is a Council work session on April 13, followed by a scheduled vote by the Council on the contracts on April 8th. Please stay tuned.

Economic Security legislative tracking (Excel)

Maintaining NH's Fiscal Options NH CAN's lead Priority for Economic Security. CACR 13 has a public hearing in the Senate Wednesday, April 4 at 1 PM. This dangerous bill purports to block an income tax. However, what it really does is to take any flexibility in budgeting away from NH's legislators. Please reach out to your Senator and ask them not to pass this bill.

While NH CAN continues attempts to defeat this legislation in the legislature, NH CAN is also working to prepare in case CACR 6 is on November's ballot. We will keep you apprised as we move forward. Education legislative tracking (Excel)

Educational Opportunity for All Children This is NH CAN's lead Priority for Education. Like CACR 6 above, CACR 12, is now in a legislative Committee of Conference. CACR 12, will amend the state constitution to allow the legislature to fund education as it sees fit. Additionally, there will be limited review offered by the Supreme Court under the amendment.
NH CAN is attempting to educate legislators about the concerns with thsi legislation. At the same time, NH CAN is working with other partners in case this amendment makes it to the ballot. As with CACR 6, we will all need to be engaged if we are going to defeat this amendment.
