Priority Update   (Legislative Tracking)
As the 2012 session begins we will update the status of the 2012 NH CAN Priorities. We will provide relevant updates as furnished by Priority Leaders and ask for you to take action on a bill as necessary. The roll out of the 2012 Priorities will be on January 24.

Maintaining New Hampshire's Fiscal Options for Our Children's Well-Being

CACR 13, would amend the constitution to outlaw any tax based on income.  However you may feel about an income tax, this bill is bad public policy. Click here to read about the legislation.  Click here to contact your representatives to urge them to vote no on CACR 13. House vote 1/13. 


CACR 6 is a constitutional amendment that would freeze our current revenue structure in place by requiring a 3/5 supermajority vote on taxes, fees or borrowing. Senate Internal Affairs Committee is likely to vote this week.

Insuring Quality Outcomes for Children through Early Intervention
HB 309, which repeals many "insurance mandates" including insurance parity fro children with Autism Spectrum Disorders (ASD). This bill passed the full House this week and is now headed to the Senate. There will be much work to do in preserving insurance parity. 

Increasing Access to Oral Healthcare for Rural Children
SB 284, sponsored by Senator Lambert,l establishes a pilot program  to expand the scope of practice for dental professionals to expand oral health care to under served areas of NH. A hearing has not yet been scheduled.

Investing in the Success of NH's Children
SB 372 Establishing an education tax credit will be heard by Senate Ways and Means on 1/24/12 1 PM. More information to come in next week's update.

We will update Partners on past NH CAN Priorities which are threatened during this legislative session.  

Other Legislation

HB 1416 - Banning flouride additives to public drinking water.

Flouride additives have been proven through repeated research, to be an invaluable tool in preserving and protecting the teeth of our children. Various NH CAN Partners and Advisers spoke in opposition to this bill. The Children's Alliance Executive Director, Ellen Fineberg testified in opposition to this bill.
