NIH Begins Using New ITAS Login System 

 

Mandatory use of the PIV Card (aka HHS ID Badge) and PIN to access the Integrated Time and Attendance System (ITAS) went live at NIH on the evening of July 2, 2012.  

 

Logging into this system with a username and password is no longer an option except for certain individuals who are exempt and will be allowed to continue using their username and password by their ICs.*

 

If you are waiting for your PIV card to be issued, you will receive a temporary exemption and be able to log in with your username and password until you receive your PIV card. If you will not be issued a PIV card, you will receive a permanent exemption and be able to log in with your username and password.

Since most ITAS users will be using their PIV card (HHS ID Badge) and PIN for the first time this Friday to verify their time cards in ITAS, there's still time to run a trial login with your PIV card and PIN.  

 

Remember, if you cannot access ITAS, you will not be able to enter leave requests, sign in or out for credit hours or overtime, verify your time card before it is sent for payroll, and approve leave or time cards.

 

If you have forgotten your PIN you can reset it at a Lifecycle Work Station (LWS) near you: http://www.ors.od.nih.gov/ser/dpsac/badge/Pages/lifecycle.aspx.

*Transitioning to a login policy that replaces username/password login with PIV card (HHS ID Badge)/PIN login at NIH is part of the Federal government's continued implementation of HSPD-12 to safeguard the Federal community, information, systems, and facilities through identity certification and access management.

What's On YOUR PIV Card (aka HHS ID Badge)?

You may be wondering what type of information is contained in the Personal Identity Verification (PIV) card (aka HHS ID Badge) that hangs around your neck. The answer is provided below. Note that NO personally identifiable information (PII) is included.

The information on your PIV card (HHS ID badge) includes:

  • Your photograph
  • Your full name
  • Your HHS Operating Division (NIH)
  • Badge expiration date
  • Badge serial number
  • Federal agency smart credential number (FASC-N) (which uniquely identifies your OPDIV and you)
  • An authentication key
  • Two electronic representations (algorithms) of your fingerprints
The following information will NOT be on your ID badge:
  • Social Security Number
  • Addresses
  • Phone numbers

Signed e-QIP Signature Pages Now Required Before an HHS ID Badge Will be Issued

   

Now any new NIH employee, contractor or affiliate who needs a background investigation (i.e., who does not have a completed and current investigation on file) will need to complete e-QIP and submit the e-QIP signature pages to DPSAC prior to their HHS ID Badge being issued.

 

If the NED status field reads "Waiting for DPSAC to Review Fingerprints," the individual must complete their e-QIP forms and turn in their signature pages to DPSAC before the badge will be authorized for issuance.

 

Once an AO (or applicant) becomes aware of this status, s/he should contact the DPSAC Helpdesk (ORSPersonnelSecurity@mail.nih.gov or 301-402-9755) as this message indicates that the e-QIP forms have not been received.  

 

Please contact the DPSAC Helpdesk at 301-402-9755 if you have questions about the status of an applicant's badge. Do not contact the NIH Service Desk. Only DPSAC will know whether the e-QIP forms have been completed and turned in.  

 

Helpful Tips 

   

Golden Questions No Longer Needed to Access e-QIP --  e-QIP users are no longer required to answer 'Golden Questions' to access the e-QIP system. In place of the Golden Questions, e-QIP users will now enter a username and password.   

  

Exemptions to Mandatory PIV Card (HHS ID Badge) & PIN Login to ITAS -- to view the criteria that allow an individual to use a Username/ Password in place of a PIV Card/PIN to access ITAS, click on: http://www.ors.od.nih.gov/ser/dpsac/policies/Documents/Exemptions.pdf   

 

After you successfully log in with your PIV card (HHS ID Badge) -- it's good practice to remove it from the card reader and put it back in the card holder. This not only improves security at the desktop, but also helps ensure that when you leave for the day, you will have your PIV Card (HHS ID Badge) to get you back on campus the following day.

   

Eventually, all employees, contractors and affiliates will be required to log in using their PIV Card (HHS ID Badge) and PIN unless granted a permanent exemption.

 

Your PIN - set it but don't forget it -- the Personal Identification Number (PIN) you selected when you were issued your PIV card is good for life - unless you forget it...or you wish to change it! Most ICs have Lifecycle Work Stations (LWS) and trained staff to help you reset your PIN. The LWS Directory, posted at http://www.ors.od.nih.gov/ser/dpsac/badge/Pages/lifecycle.aspx, lists equipment and operators by IC and building to help you find a convenient location to reset your PIN.      

   

ICs that want to add LWS operators to the approved roster -- send a written request to Richie Taffet at taffetr@mail.nih.gov. Once he has approved the request, he will forward the name to HHSIdentityAdmins@deloitte.com to complete the approval process, add the name to the LWS operator roster, and inform the IC that the individual is now approved to operate the IC's LWS.

   

Keep your passwords up to date!  -- everyone transitioning away from username/password to PIV Card (HHS ID Badge)/PIN login will still need to update their password when they receive an e-mail notice that their password is about to expire. Otherwise, they will be locked out of their computer until they have updated their password, even though they may not be using their password for login.

FAQs 

     

Q. I'm an LWS operator who processes PIN resets and certificate renewals. I was recently prompted to renew my certificate, which I did. However, once I completed renewing my certificates I could no longer operate the LWS station. What should I do?

 

A. When you renewed your certificates the LWS unit no longer recognized your PIV Card (HHS ID Badge) when you went to log into the equipment. Luckily the remedy is simple. Just contact the HHS Identity Administrator (HHSIDentityAdmins@deloitte.com or 571-249-2273) to request that your rights to operate an LWS unit be updated based on your new certificates.

 

 

Q: How do I log in to my computer with my HHS ID Badge (PIV card)?

 

A: To log in with your HHS ID Badge (PIV card), insert your card into your smart card reader at the login screen to your desktop, and enter your six-, seven- or eight-digit Personal Identification Number (PIN) when prompted to do so.

Q: What will I need to log in with an HHS ID Badge (PIV card)?
