Yes... Here's How
For a commercial business owner deciding to install a solar system, the 30% Federal Treasury 1603 renewable energy cash grant is a huge incentive to shortening a system's payback period. But this grant is set to expire December 31, 2011.
Does this mean business owners are out of luck if they don't have a system fully installed and operational by then?
Luckily...No!
That's where the 5% Safe Harbor Provision comes in. A system only needs to qualify as 5% "in progress" or "under construction" by December 31, 2011 and it will still qualify for the full 30% cash grant.

The State's Solar Industry is "Turbo Charged"
Business is booming within the Massachusetts solar industry as news of its benefits to consumers and the environment spreads throughout the Commonwealth. Massachusetts had just over 45MW of solar installed by the the end of 2010, with upwards of 60MW more under contract. 
Helping to fuel this growth are the state rebates, tax incentives and marketable solar renewable energy credits (SRECs) that are selling at phenomenal levels.
"What it's done is made this solar energy hit the turbo charge," says Phil Cavallo, President & CEO of New Bedford's Beaumont Solar. "We've seen payback periods of two years or less in certain customer scenarios."
Environmental benefits are not the only plus side to solar energy though. Increases in solar installations fuel job growth, arguably more than any other industry today. It takes manpower to meet the consumer demand for solar, a point Beaumont Solar has seen first-hand.
Beaumont's staff, including its sign business, has grown from 13 employees in 2008 to 35 today as the size of its projects and reach grow. "We've expanded our workforce and taken on additional projects and geographies that we originally didn't envision being part of," said Cavallo. "What we're looking at now are projects that are all over Massachusetts."

Precise Packaging Embodies Renewable Energy at Their Fall River Facility

Precise Packaging makes considering the environmental impacts of their business processes a major focus and concern within their company's manufacturing operations. One such area of focus is their utility consumption and resulting carbon footprint, which is why they have contracted New Bedford-based Beaumont Solar to fully design and install the 278.88kW renewable energy solar system that Beaumont is now installing on the roof of Precise's warehouse facility building in the Fall River industrial park.
When asked how it feels to see all 1408 solar panels arrive, be hoisted to the roof and start to be installed, Richard Armstrong, Owner & President of Precise Packaging commented that they are very excited about their new solar system and the Solyndra technology that works in combination with their new white roof. Harnessing the power of the sun further fortifies the company's passion for operating their business in an environmentally friendly manner. With completion slated for the latter half of August, the system will produce an estimated 345,800 kWh annually, reducing Precise's grid-electric consumption by 30% Founded in 1988 as a single building "Brown-field Project", Precise's commitment to business growth through world-renowned quality, knowledge and sustainability through renewable energy and recycling has developed a company with 4 additional subsidiaries, one adjacent to their facility in the Fall River industrial park and 3 European subsidiaries. DOER Makes Move to Keep Mass. SREC Values Trading High
The Department of Energy Resources (DOER) has announced a forward schedule that in essence, will eliminate the confusion and uncertainty of future expected SREC values.
The chart below shows the DOER will leave the Alternative Compliance Payment (ACP) rate at its current level through 2013, and then lower the rate by 5% per year thereafter, always maintaining a 10 year forward schedule by, for example, announcing the ACP rate for 2022 in January of 2012, the ACP rate for 2023 in January of 2013, and so forth.
The ACP Rate is the rate the utilities must pay for a determined amount of energy that must be generated by solar under what is known as the Renewable Portfolio Standards Solar-Carve Out. You can also click here for further information on Massachusetts RPS Solar Carve-Out.
