MID-ATLANTIC DINGHY OCEAN CHALLENGE
Broad Bay Sailing Association

Support this small boat regatta during Neptune's Festival, Saturday 1 October. The entry fee includes a special gift bag containing a party wristband, tee shirt, and other special merchandise and are due by 1700 on Friday 30 September.

All the details are in the NOR at www.broadbaysailing.org

Let Greg know if you think you'll be able to make this event. Contact: 757-425-0131 or dinghyracing@broadbaysailing.org.

The goals are to develop a fun and challenging ocean based regatta for sailors in the Mid-Atlantic and promote sailing in Virginia Beach and Tidewater. With many potential spectators and media on the resort strip, it is a great place to showcase sailboat racing of various classes to the general public.

RESCUE 21
New Distress Signal Program

NATIONAL BOATING FEDERATION Alert 04-11 Washington, DC
MARINER'S SAFETY ENDANGERED WHEN VHF RADIO DISTRESS ALERTS BY DIGITAL SELECTIVE CALLING (DSC) LACK LOCATION AND IDENTIFICATION INFORMATION

As the Coast Guard's new marine radio network Rescue 21 becomes operational, rescue centers can now receive instant distress alerts from commonly used DSC-capable VHF marine radios. However, most VHF DSC distress alerts do not contain position information, and many do not contain a registered identity. The Coast Guard cannot effectively respond to these distress alerts, so help them to help you...

1. OBTAIN a Maritime Mobile Installation Identity (MMSI) number from BOATUS, (http://www.boatus.com/mmsi), Sea Tow (http://www.seatow.com/mmsi), or the U.S. Power Squadrons (http://www.usps.org/php/mmsi). MMSI numbers are issued by the Federal Communications Commission if your vessel otherwise requires a station license. Ensure any information originally provided is updated as changes occur. FCC regulations require that DSC-equipped radios "use MMSIs assigned by the Commission or its designees" (47 CFR 80.103(b)).

2. ENTER the assigned MMSI number into your radio.

3. CONNECT your radio to a GPS receiver using a two-wire NMEA 0183. This interface is on all DSC equipped marine radios and on most GPS receivers.  Instructions should be provided in the radio and GPS operators manual. Further information is provided and will be routinely updated online at http://www.navcen.uscg.gov/?pageName=mtDsc.
