A Joyous Thank You and Farewell!

 

As the New Year is now unfolding, several changes are underway in our state.  A new administration is preparing to take office and various transformation efforts are either winding down or continuing to change the way the state conducts its business.

 

As I reflect back on the Procurement Transformation, it seems only a short while ago that we began to transform the state's Procurement function.  In actuality, it was late 2005.  I was selected by Governor Perdue to lead the transformation effort.  Needless to say, we had our work cut out for us.

 

After only 5 months on the job, Governor Perdue requested that I assume the Commissioner's role at DOAS, and we subsequently recruited Tim Gibney from the University of Notre Dame to then lead the Procurement Transformation.  Since that time, so much has changed.

Best wishes to you and your families as we prepare to bring in a new year. I hope your seasonal planning has left time for celebrating your 2010 accomplishments. You'll notice that while we have given the Georgia Purchaser a new look, it still features the system updates and operations most commonly used by our customers.


In fact, there is one update many of you may already be aware of due to your involvement in the process: the Georgia Procurement Manual (GPM) and the Georgia Vendor Manual (GVM) is being merged into one manual! In this issue, we offer a sneak peek at the new and improved GPM; we are confident its new navigational features will make finding information faster and easier.

 

Finally, thank you to those who participated in our recent Customer Satisfaction Survey. Your feedback is absolutely essential in helping us improve our services. We are currently compiling and analyzing your responses, so look forward to hearing the results in the near future.

PROCUREMENT MANUAL UPGRADE

SPD to Issue a New and Improved Georgia Procurement Manual

In January 2011, the Georgia Vendor Manual (GVM) and Georgia Procurement Manual (GPM) will be combined to form the new GPM. This consolidation offers a host of advantages to our state buyers including:

  •  Ease of finding information New  content is organized to align with the 7 Stages of Procurement with speedy keyword search functionality.
  • Direct access to resources New GPM links to forms, Web sites and other chapters in the GPM.
  • Enhancement of information Graphics, icons and tables enliven the procurement information.

Overall, the purpose of this initiative is to ensure the consistency of procurement information made available to our varied customers, while providing additional new features that will make finding needed information faster, friendly and easier. Learn more about the benefits of the new GPM.

Dr. Mirna BarkerNew Offerings in Professional Development 
Professional Development is pleased to announce the availability of a new training course eSource for RFIs, RFPs, and RFQCs (Course 3025L)This course is only for state entities that are not using Team Georgia MarketplaceTM and want to process Request for Information (RFI), Request for Proposals (RFPs), or Request for Qualified Contractors (RFQCs) in an electronic format using eSource. The training class reviews the steps to post, copy and save, and award RFIs, RFPs, and RFQCs. 

  


 

Purchasing Certification Program Still Going Strong

Have you completed your Georgia Certified Purchasing Associate Certification or the Basic Certification? Classes are scheduled in a town near you. Check the Learning Management System (LMS) to register for classes and the proctored exam. Classes for the next certification program, The RFP Certification, are also available. Those procurement professionals responsible for processing Request for Proposals (RFPs) are required to achieve the RFP Certification. Check the LMS to register for the classes included in the RFP Certification and for the proctored exams.

Training for the New GPM
In preparation for release of the new Georgia Procurement Manual (GPM), Professional Development is scheduling two webinars. The purpose of these webinars is to review the changes to the GPM. Both webinars contain the same material. Therefore, you only have to register for one of the webinars:

  • January 24, 10 a.m. - noon
  • January 24, 2 p.m. - 4 p.m.
