It gives me great pleasure to introduce our newest form of communication - our newsletter, Georgia Purchaser!
Our hope is that you find the topics to be both informative and helpful in assisting you to do your job. Our goal is to build SPD and APO/CUPO organizations into the "best managed state (purchasing function) in the country".
Georgia Purchaser will:
Bring you quarterly updates on training program offerings; contracts that may be of value to you; technology updates with specific news of our "Team Georgia Marketplace" e-procurement initiative and other news worthy items.
All of this is intended to supplement the other ways in which we communicate. We will continue to hold webinars, send specific topical information to targeted audiences via email and continue to reach out and engage you through personal visits and engagement on specific councils and selection committees.

| Vendor Performance Report (VPR) System |

On December 3, 2007, the Complaint to Vendor (CTV) form was replaced by the new Vendor Performance Report (VPR) form. The new VPR form will allow agencies, colleges & universities, and local governments to file vendor performance issues more efficiently through electronic means. This system will eliminate the need to fax or mail hard copies to the affected vendor and State Purchasing. You will have the ability to cut and paste text in the comment field. The VPR is designed to capture both positive and negative vendor performance issues. The Vendor Performance Report system is accessible through the Georgia Procurement Registry (GPR), State Purchasing Bid Posting System. Click on Vendor Performance Report under the Government Unit Information heading.

| ESA Measurements show DOAS' Progress Toward Meeting Six Crucial Strategic Goals |

The Commission for a New Georgia recently identified DOAS as an Enterprise Supporting Agency (ESA). That is, an agency providing support to other state agencies. In order to measure how successfully DOAS is fulfilling this role, we established six measurable strategic goals, which if met, will provide significant improvement for the state.
The measures for these goals are divided into two categories: (1) Lag Measures - which track goals that remain intact until we meet them; and (2) Lead Measures - which measure the incremental progress toward meeting the overall goal. DOAS' Lag Measure tracks the overall progress toward meeting our goal of attaining $135 million savings in state spend by September 30, 2009. In order to track the progress toward this goal, we established six strategic goals for which Lead Measures can be tracked. These six goals are:
1) Increase Total Number of Statewide Contracts by 10% a year
2) Increase Purchasing Card Transaction Volume by 35% (in millions)
3) Increase CEU Eligible Certificates Issued to Procurement Staff Statewide to 35%
4) Reduce Cycle Time for Protests (# of days) by 10%
5) Reduce Average Cycle Time for RFXs (# of days) by 10%
6) Reduce # of Agency Requisitions Managed by SPD by 10%
So far, we're making great progress, but there's still a lot of work to do.

Team Georgia Marketplace Moves from Requirements Gathering to Validation |

The pilot for Team Georgia Marketplace, State Purchasing Division's (SPD's) new eProcurement system, has moved from focusing on identifying requirements, to validation. The initiative is structured to meet the enterprise needs of public purchasing across the state. Pilot agencies for the initiative, in addition to SPD, include the Department of Human Resources, and the Department of Corrections. Validation of requirements will include an additional 14 agencies.

In the day of email, instant messages, and webinars, dissemination of information has never been easier. We at State Purchasing Division are very aware that there's a difference in sending out information, and communicating. In an effort to get to know you, our customers better, we will be hosting four regional conferences over the next few months to give you the opportunity to meet and discuss issues with the leaders of SPD. The Atlanta conference, hosted by SPD on November 27th, was a tremendous success. You can find highlights and a list of action items on the State Purchasing website. The second conference is scheduled for Tifton on December 11th. Registration for the Tifton conference has closed, but we're planning meetings for two other locations early in 2008. Watch your email in the near future for notices on these additional meetings.

| DOAS' October All Staff Meeting |

Progress Reports, Awards, and New Faces Highlight October 15th All Staff Meeting. A standing-room-only crowd, and webinar audiences at the Tucker, Americus, and Swainsboro Surplus Property locations, attended the DOAS October 15th All Staff meeting. Before moving to the business part of the agenda, the meeting focused on awards and introductions. Several awards and commendations were presented or acknowledged. Both the legacy and future of DOAS were featured with the presentation of a number of Faithful Service Awards, and the introduction of dozens of new staff. The business portion of the meeting included initiative progress reports by each division, and a review of DOAS' goals and achievements as reflected by Enterprise Supporting Agencies Measures.
