New Approved ASTM Standards

D1048 - Standard Specification for Rubber Insulating Blankets has been revised to D1048-11  

ASTM Hand Protective Arc Flash Test Method Standard Misses 2/3 Majority

The arc flash "glove"  test method has been referred back to the subcommittee after missing the 2/3 majority on ASTM F18 at the main committee level.  All substantiation for overcoming negatives was upheld but one.  This negative from a US company who is now importing rubber insulating gloves felt that the test "determines" an arc rating rather than "measures" an arc rating.  The subcommittee agreed but did not feel this justified holding the standard back from passage. The slightly more than 1/3 of the main committee members voting felt this did justify holding the standard back and it has been returned to the committee.  There is concern by some that though the history has been positive for Class 2 rubber insulating gloves, low voltage gloves and the growth of import gloves could reduce the protection gloves with protectors have historically provided.  This is supported by the fact that some low voltage gloves ignite in this test method as low as 17 cal/cm�.  We have also seen wide variation in different knit gloves and other types of gloves which provide no shock protection but can be used for operating low voltage equipment with arc flash potentials such as a 480 disconnect.

Until the time this standard passes, some gloves are being tested with this method and can be found with a label showing the Arc Rating (ATPV or EBT) using ASTM F1959 (with a modified panel) as these two standards are basically the same.  Gloves labeled this way could be available from:

Test data is definitely available.We will add a glove section to the ArcWear Site and let people know about gloves we have tested since the standard is being held up in committee.

A collaboration area on the ASTM website will solicit feedback for a new draft.  All negative voters and other interested parties will be solicited for feedback.  Only members of ASTM F18.65 and ASTM F18 have input into ASTM standards, but ASTM International is open to all interested parties and membership has privileges.  Free ASTM standards books come with each $75 membership.

There are many applications where workers are exposed to arc flash AND shock, but many workers are exposed to potential arc flash with no shock hazard (eg.,operating disconnects and certain switches).  This survey explores this issue as no standard adequately addresses gloves for arc flash hazards.
 

 

 
Pub Date for NFPA 70E 2012 Edition

NFPA 70E 2012 is expected to be70E-2009 published on October 14, 2011. There are a few TIA's and an appeal to NFPA to make some other changes, but the document should still be ready in October.  NFPA has previously allowed reading-only access to the document early to those subscribing to www.necplus.org.  I have not confirmed this with NFPA but it is something to watch for those wanting to work on training or programs before the standard's effective date of Jan 30, 2012

We must receive one week before the test date for sample preparation or make arrangements to ship to lab. New and non US/Canadian Customers must make payment before test date.  Testing is offered on a first come/first served basis with priority for consulting customers. 
  
New policies:
  • $100 per material for prep/washing and cutting panels ($200 for items arriving less than 7 days before test date to cover preparation overtime)
  • $150 for international hard copy report shipping or notarization requests.

  

No guarantee is made of when testing will occur; we do all in our power to test within one month of receipt.  
All ArcWear.com testing is performed at Kinectrics High Current lab in Toronto, Canada.  Kinectrics is an ISO 17025 accredited lab by the Standards Council of Canada.
