What are the Implications of "Grandfathering" People In Who Have Been Certified by Another Program?
When the Post Tensioning Ironworker Certification Program was launched over three years ago, it was touted as a superior industry program, boasting requirements for certification that were much higher than previously seen in the industry. The question that was quickly posed by many was... "If I am already certified under another program, can't you just grandfather me in or provide a simpler way for me to obtain this new certification?"
We carefully considered this request, and deliberated the following issues:
- Can our program claim to be superior and have higher standards if we grandfather people in?
- Does it make sense to provide a simpler means of certification just because someone holds a certification card from another program with what we consider to be lower standards?
- Could it be considered anti-competitive behavior aimed at disabling competitive programs?
- Are we really improving quality in the industry by allowing people to sidestep the program requirements (like taking the full certification exam) just so we could gain numbers quickly?
Of course, in the end the answer was simple. In order to become certified under this program everyone must fulfill the same requirements. This is obviously the only way that we could make our claims about the benefits of our program, while working towards improving quality in the industry.
As a result of this decision, today we are able to say that everyone who holds our certification credentials has been held to equal standards. Everyone has met the same application requirements, and everyone has had to take the same rigorous certification exam. So...the question is this:
What does it say about a program that would elect to do the opposite of what we did?
