New Year, New Look for HBR Update
Welcome to the first issue of our redesigned HBR Update! We hope you will find it useful. We thank you for all your support in 2011, which saw a number of changes for the State Health Plan and the members we serve. Those enhancements included a newly designed website and the launch of a new Personal Health Portal. For 2012, the Plan has moved under the oversight of the Department of State Treasurer, who manages the day-to-day operations, and a new 10-member board. Board members are made up of experts in medicine, health administration and education. The board is responsible for the design of employee health benefits, with funding still allocated by the General Assembly. More information about the Plan's new board members can be found on our website. HBR Update is our direct connection to you, the Health Benefit Representatives who help us spread the word about Plan benefits and opportunities. We look forward to working with you in 2012 and, through you, keeping our members informed on all things related to the Plan. |

2012 Annual Enrollment
SHP GOING GREEN REMINDER
Please remember that, as of March 1, 2012, the State Health Plan will no longer accept paper applications for benefits enrollment. Corrections or adjustments that need to be made after you review your bill should be made electronically in either eBN or BEACON. If corrections or adjustments are outside of the allowed timeframes in eBN or BEACON you will need to follow the exceptions process. This effort includes any billing reconciliation corrections. The change will feed automatically to Blue Cross and Blue Shield of North Carolina and the changes will be reflected on your next month's bill. If you do not pay as billed, it is important that you note on your bill the changes that were entered electronically. BCBSNC will then be able to ensure that all changes were made correctly in both systems. |

Reminder on Adding Newborns

A newborn can be added the first of the month in which the baby is born or the first of the month following the birth. The State Health Plan regularly receives requests to retroactively change the newborn's effective date to the first of the month in which he or she was born. The majority of these requests are the result of members selecting the incorrect effective date in eBN. This occurs because members do not understand that in order for the newborn to be covered from the date of birth, the coverage effective date must be the first of the month in which the child is born.
