2012 Town Meeting
This annual event is, as they say, "in the Record Books." Approximately 150 attended the Legislative Session; approximately 130 voted. The Cogswell Springs Water Works sponsored bond article (Article #6) passed. Several articles received attention and vigorous discussion. Article 9 (approved placement of conservation easements on four lots and the payment of costs by the Conservation Commission) drew the most discussion. Some wanted the lots sold by auction rather than to create the conservation easements. Article 16 (purchase of a used front end loader for the Highway Department) was successfully amended to add $20,000 to the appropriation and to instruct the purchase of a new piece of equipment instead. The Energy Committee put forward a successful amendment to Article 13 that reduced the amount appropriated to $32,000 to cover improving the "envelope" without purchasing a wood pellet fired boiler at this time. This allows refinement of the boiler costs to reflect the bids received (rejected by the Selectmen upon the recommendation of the Energy Committee) just prior to Town Meeting. The Town will soon have a part-time Recreation Director, the position funded by private donations and funds in the Recreation Revolving Fund.
The Legislative Body (the voters at Town Meeting) gave us direction for the year ahead. The Board of Selectmen as the Executive Body and the Henniker staff members, the Water Commissioners, the Tucker Free Library Trustees and all the other elected and appointed Town officials will now work to make that direction happen. Soon staff will begin the process of preparing for the 2013 Town Meeting.

Water Department Spring Work
Town meeting is over and it is time to get to work. The water department personnel has already begun the work on repairing the Depot Hill Water Storage Tank. The improvements to the roadway is the first step and Natgun Tank systems is working on their start date for the work on the tank itself.
The materials have been ordered for the water main replacement on Western Avenue and as soon as we have a delivery date for them the contractor will be scheduled to begin the project. It is anticipated that the project will take approximately one month to complete depending on the weather and what is encountered in the ground when we dig. During the construction there will be some water interruptions for short periods of time.
In keeping in compliance with the NH Department of Environmental Services Cross Connection Control Regulations, the water department personnel will be conducting on-site inspections of water users to make sure that they have the proper backflow device in place in case of a backsiphonage situation.
If you have any questions on any of these projects, please call the Cogswell Spring Water Works office at 428-3237.
Norman Bumford, Superintendent
Cogswell Spring Water Works

Economic Revitalization Zone Established on Old Concord Rd.
The NH Division of Economic Development has approved Henniker's request that the eastern portion of Old Concord Road be designated as an Economic Revitalization Zone. This designation will allow present and future businesses located in the area to apply for tax credits that can be used against a company's Business Profit Tax and Business Enterprise Tax.
There is no cost to the community and no liability. This is a state incentive program that may generate new or expanded business in the community. Both the Board of Selectmen and the Economic Development Committee supported this effort. This was an important milestone for the community and the Economic Development Committee, which was formed last fall to explore ways in which to expand economic opportunities in Henniker.
