    A Note from the Town Administrator

    Although summer is quickly coming to an end, the Town's Selectmen and administration have not been idle. There have been many issues to resolve and early discussions concerning the budget are now taking place.

    There has been much discussion concerning the availability of several town-owned lots that several Board members have given serious consideration to sell to the public.  In the midst of this discussion, the lots have been discussed and reviewed by the Henniker Conservation Commission, at the request of the Selectmen, for their input.  Many have been recommended to remain as property of the town as conservation land.  The discussion is still ongoing.

    Selectman Tom Watman has initiated the idea of forming an Economic Development Committee and succeeded in providing a motion to do so, passing at the meeting of July 19th.  Further postings as to the makeup of the committee are on our web page.

    The issue of placing signs on the island in Proctor Square is still ongoing.  Contact is being made to the State of NHDOT to verify if the town or the state owns the island.  Further discussion and possible ordinance revisions may be forthcoming.

    The Board will be holding a public hearing on September 6, 2011 to present an amendment to the Town's downtown parking ordinance.  The amendment will be specific to situations where special events will be occurring and parked vehicles will be banned during the events.  The S.H.O.T. Committee, in preparation for the annual "Music on Main Street" event, initiated this request.

    Finally, I am sad to say that I have accepted a new position on the Town of New Boston starting on September 19th.  My last day in Henniker Town Hall will be on September 15th.  Thanks to all the citizens of Henniker for their kindness over the last twelve years.  However, I want to make it clear that Kathi and I are not moving and intend to stay at our home on Main Street.

    Also, many people have asked me about the Stark Grange Bus Terminal program in the early mornings.  I will continue this program and it will not be affected by my job move.

    Planning Board Updates

    In July, the Henniker Planning Board:
    • Approved a Lot Line Relocation between Lots 767 and 767E on Cote Hill Road;
    • Held a public hearing to amend the Site Plan Regulations to add requirements related to off-street parking;
    • Had a non-binding discussion with a business owner relative to allowing camping in the Heavy Commercial Zone;
    • Had a non-binding discussion regarding a proposed Excavation Permit for Lot 606 at 1492 Old Concord Rd.; and
    • Reviewed amendments to the Subdivision Regulations

    On August 10th, the Board held a public hearing  for a proposed amendment to an approved Earth Moving permit to construct a haul road between this site (lot 99) and the existing crushing plant located on Lot 103X. The proposed haul road will begin on Lot 99 and then travel south onto lots 98, 102G and 103X and will act as the primary travel route for material being removed from Lot 99. The sites are located off of Route 114, Lots 99,98,102G & 103X, Applicants: Mink Hill Lands, LLC & Patenaude Properties. Properties are Zoned CM (Medium Commercial District).

    The Board also considered a proposal to update the School Impact Fee and reviewed the state requirements concerning newspaper advertising for public hearings.

    Rte. 114 Construction

    The Town has been notified that road construction is taking place on NH Route 114 between Henniker and Bradford, to be completed no later than late September.  Work will include final pavement markings, crack sealing, a curing period and paving.  One-way traffic will be maintained during roadwork to keep delays to a minimum.
