Estrella Mountain Community College
I Start Smart Program Spring 2011

In 2009, the Dougherty Foundation partnered with Estrella Mountain Community College to provide scholarships for students in the EMCC I Start Smart Program.  The I Start Smart Program was implemented to assist students in becoming more successful in completing their goal of a college degree.  Now in it's second year, ten students received Dougherty scholarships this semester.  At a recent reception at EMCC, five of those students met with Dougherty board president, Mary Martha Prince and executive director, Linda Czarnecki.  These students spoke of their educational journeys and expressed how positive their college experiences have been due to the study practices they learned in the I Start Smart Program.

Dougherty Foundation Annual Luncheon

Financial aid officers from our participating schools joined us for our annual appreciation lunch on Thursday, May 5.  The special guest speaker this year was Fred DuVal of DuVal and Associates.  Mr DuVal is also Chair-elect of the Arizona State Board of Regents.  He served as senior staff in the Clinton White House for seven years.  Here in Arizona, he was a top assistant to AZ Governor Bruce Babbitt and served on the AZ Commerce and Economic Development Commission.  He is also the author of the recently published "Calling Arizona Home".

In his presentation, Mr. DuVal described the progress in education that is occurring across Arizona.  In response to the realization that Arizona is not sending enough of our young adults to college, the Arizona Board of Regents (ABOR) has set a goal to achieve a 5 percent increase in the number of adults statewide who have completed a bachelor's degree - from 25% now to 30% in the next nine years, which will bring Arizona closer to the national average of adults with a college degree.  To reach that goal, Getting AHEAD, a four year, grant funded effort made possible by the Lumina Foundation for Education was developed by ABOR.  For a copy of Mr. DuVal's presentation on Getting AHEAD at the Dougherty Luncheon, please contact Linda Czarnecki at doughertyfnd1@qwestoffice.net

The following article "Remembering What It Takes: Expanding Higher Education in Arizona" describes the Arizona Board of Regents new program, Getting AHEAD".

Remembering What It Takes:  Expanding Higher Education in Arizona
by Fred DuVal, ABOR

The need to produce more college graduates has never been more urgent.  Our local and national economic success depends on it.

As a result, the Arizona Board of Regents (ABOR) and our community colleges are implementing the largest and most tangible changes to our public higher education system ever in order to serve more students and help them complete a degree in less time and at a lower cost.

Currently, Arizona is not sending enough of our young adults on to college.  Approximately 50 percent of 12th graders pursue no additional education after high school.  Yet, many of the fastest-growing careers require associate's degrees, bachelor's or Ph.D.'s.

To improve our future quality of life and fill the jobs that are most needed in a knowledge-based economy, we must increase capacity in our higher education system while keeping it affordable and accessible.

The Getting AHEAD Project is a four-year initiative made possible by the Lumina Foundation for Education to implement new ways to complete a college degree.  Getting AHEAD is:

  - simplifying credit transfers between community colleges and universities

  - promoting hybrid and satellite campuses in rural area

  - improving online advising and college planning tools

  - advancing modern higher education finance formulas that reward schools for degree completion, student success, and meeting local economic needs

  - and educating the public about the new, lower-cost ways to complete a bachelor's degree

In addition, ABOR is transforming the university system to streamline operations, resulting in higher output levels and better positioning the system to serve a range of degree demands.

The new collaboration between our universities, community colleges, businesses, and local communities will provide more access to higher education, in more places, at lower costs.  The new delivery model must recognize the other demands students have - the need to care for family, avoid relocation costs, or work while in school.

Until more Arizonans complete college degrees, our economy will continue to falter.  We are pledging to create a system as efficient and productive as any in the United States that will lead to economic growth for our state.  In return, we ask that the public hold us accountable and provide sustained investment in higher education.

This is a watershed moment for Arizona.  The work to date has required a remarkable level of innovation by all partners.  And at a time when the world is faced with forces that seek to obstruct reason, suppress discourse, and extinguish enlightened ideas, our commitment to education must be stronger than ever.

Fred DuVal is chair-elect of the Arizona Board of Regents.  For more information on Getting AHEAD, contact Katie Paquet at katie.paquet@azregents.edu or (602) 229-2543.

Congratulations Graduates!

Our sincere congratulations to all students who have graduated this month.  Please be sure to keep us advised of any changes in your address or telephone numbers.  We will be advising our billing agent, FAME, of your graduation and they will begin processing your loan repayment paperwork.  If you are continuing on for an advanced degree on a full time basis you may request a student deferment once you have completed and returned your loan paperwork to FAME.  Deferment forms must be signed by the Registrar at your university and returned to FAME.
