David Fransen was appointed Consul General of Canada in September 2008 and is Canada's senior representative in Southern California, Arizona, New Mexico and Nevada. Prior to his appointment as Consul General, Mr. Fransen served as the Associate Vice President of the University of Waterloo and the Executive Director of the Institute for Quantum Computing. During his very full public service career, Mr. Fransen worked as a historian at the Canadian Department of National Defence, as an intelligence analyst and a senior officer for environment policy at the Privy Council Office, as Director General of the Office of Consumer Affairs and the Director General of the Center for Healthy Human Development. As Assistant Deputy Minister (ADM) at Industry Canada, he was responsible for the Government of Canada's policies related to foreign investment, research and development, science and technology, commercialization, intellectual property, and small business. Mr. Fransen has a PhD in History from the University of Toronto, a MA and BA from the University of Waterloo, and a BTh from Canadian Mennonite Bible College. |
