The goal of the awards program is to recognize designs that promote full integration, independence, and equal access for all individuals. Anyone can nominate a project.  Applicable projects must be located within the State of Hawaii and must have been constructed within the last five (5) years.

This annual all-day conference provides ideas and solutions for providing access. It also helps architects, engineers and project managers keep up to date with the various accessibility guidelines and technical requirements.

 

"Design for All" reflects designs that are inclusive and "people-centered"; they personify not just accessibility but the ability to create buildings and facilities that respect people of all ages and abilities, be they children, adults, seniors, or those with disabilities.

 

DCAB anticipates the issuance of the 'new' ADAAG by the end of summer, along with the new DOJ rules for Titles II & III of the ADA. To the extent that information is public, the conference will highlight the changes.

Interpretive Opinions


An Interpretive Opinion issued by DCAB is a clarification of a particular design standard, and only applies to the State and County construction projects subject to HRS 103-50.

In March, the Standing Committee on Facility Access ruled on an Interpretive Opinion, which applies to buildings, facilities and sites subject to HRS 103-50, regarding accessible routes:

 

DCAB 2010-01: ADAAG Section 4.3 Accessible Routes.

Within a site, where a pedestrian route occurs along a street or vehicular route similar to those within the public right-of-way, and it is technically infeasible or structurally impracticable to provide an accessible running slope, the sidewalk can be designed similar to those in the public right-of-way where handrails and landings are not required and the running slope is allowed to exceed 5% so long as the running slope does not exceed the general grade established for the adjacent street. U.S Access Board and Regional ADA Centers Conducting Webinar Series for 2010
 
The U.S. Access Board is conducting a series of webinars and audio conferences on different topics of accessibility over the coming year in cooperation with the national network of regional ADA Centers known as the Disability and Business Technical Assistance Centers (DBTACs). The series covers a variety of topics on accessibility pertaining to the built environment, information and communication technologies, and transportation. The sessions will be conducted on a monthly basis with most scheduled for 90 minutes.
 
Upcoming classes include:

Accessible Parking and Passenger Loading Zones (May 6, 2010, 2:30 pm - 4:00 pm ET)
· Accessible Sidewalks and Street Crossings (June 3, 2010, 2:30 pm - 4:00pm ET)
· Accessible Signage (July 1, 2010, 2:30 pm - 4:00 pm ET)
· Vehicle Guideline Update (August 5, 2010, 2:30 pm - 4:00 pm ET)

 
General attendance is free, but a $25 fee will be charged by the DBTAC for processing continuing education credits.

 Architectural Firm Wins 2009 Barrier-Free America Award
 
2009 PVA John Adams Courthouse Interior LobbyThe Paralyzed Veterans of America awarded CBT Architects of Boston the PVA 2009 Barrier Free-America Award for their outstanding work in the renovation of Boston's Historic 1894 John Adams Courthouse. In their PN January 2010 magazine, Craig Cascell, President of the New England Chapter of Paralyzed Veterans of America, stated "It is the first time in the Barrier-Free America Award's history that it is being given for renovation work undertaken on a listed historical landmark, demonstrating that a 100-year-old building can be re-adapted for contemporary judicial needs and accessibility." To read the article in its entirety, visit www.pvamagazines.com/pnnews/magazine/article.php?art=3019

Two PVA members served on the U.S. Access Board's Courthouse Access Federal Advisory Committee (CAFAC) that published the 2006 "Justice for All: Designing Accessible Courthouses." For further information regarding the report addressing design solutions and best design practices visit the U.S. Access Board's website at http://www.access-board.gov/caac/report.htm.
 
FAQ

SignageQ: Must the accessible route to a parking space access aisle be at the head of the space?

A: No. Although ADAAG Figure 9 shows the accessible route connecting to the access aisle at the head of the parking space, this configuration is not mandatory. The U.S. Access Board recommends that the accessible route not require persons with disabilities to pass behind parked cars, but this is not required. Nevertheless, the accessible route must meet all the requirements of ADAAG 4.3.
