~ Free Exhibit ~
Mark your calendar for June 2, 2009 at the Neal S. Blaisdell Center for a FREE exhibition of technology and devices to help people with disabilities remain independent in the community. The Disability and Communication Access Board (DCAB) and the Assistive Technology Resource Centers of Hawaii (ATRC) will be hosting the event. Among the devices to be exhibited will be equipment for modifying a home to be more accessible to people with disabilities or the elderly. Free workshops on creating more accessible homes will also be provided. Information on exhibit times and program details will follow.

Site Specific Alternate Design
In
January the Standing Committee on Facility Access ruled on two Site
Specific Alternate Designs, which apply to buildings and facilities
subject to HRS §103-50, regarding ADAAG Section 4.6 Parking and ADAAG Section 4.3.7 Slope:
SSAD 2009-01: The site specific alternate design, Docket No. SSAD 2009-01 Manoa Public Library Expansion and Site Improvements, provides equal or greater access to the requirements of Hawaii Revised Statues (HRS) §103-50 with the following conditions: 1) the two (2) accessible parking spaces located below the library shall comply with all requirements for van accessible parking spaces except for vertical clearance, which shall be 84" minimum, 2) the two (2) accessible parking spaces located below the library do not have a van accessible sign, 3) the exterior van accessible parking space shall comply with all requirements for van accessible parking spaces except for location, which shall be maximum 20' further than parking closest to an accessible entrance, 4) the exterior van accessible parking space shall be reserved for people with disabilities when the facility is open to the public, and 5) the three (3) accessible parking spaces are maintained according to the alternate design. Lydgate-Kapaa Bicycle & Pedestrian Path Kawaihau
SSAD 2009-02: The Kawaihau Connection of the Lydgate-Kapa'a Bicycle and Pedestrian Path must comply with the Americans with Disabilities Act Accessibility Guidelines, where the Kawaihau Connection is within the public right-of-way. The Kawaihau Connection of the Lydgate-Kapa'a Bicycle and Pedestrian Path may comply with the Architectural Barriers Act Accessibility Guidelines for Outdoor Developed Areas Section T303.8.2 Running Slope dated June 20, 2007 in lieu of complying with the running slope requirements of the Americans with Disabilities Act Accessibility Guidelines Section 4.3.7 Slopes, where the Kawaihau Connection is not within the public right-of- way. FAQ - ADAAG Q: What if there are no provisions in ADAAG for a facility type, element, or feature?
A:
Facilities for which there are no specific ADAAG criteria are
nevertheless subject to other ADA requirements, including the duty to
provide equal opportunity. In many cases it will be feasible to provide access
by incorporating basic elements specified in ADAAG, such as ramps and
other parameters of an accessible route. Where appropriate standards
exist, they should be applied. Scoping may be derived from similar
occupancies or uses, considering the range of experiences provided; in
general, a reasonable number, but at least one of each type of element
should be designed to be accessible. ADAAG 2.2 Equivalent Facilitation
also permits the use of alternative designs and technologies that provide substantially equivalent or superior access to and usability of
a facility. Such innovative approaches may also be useful in providing
access to facility types for which no specific standards have been
written.
