2008 Disability Access Conference: News Flash!!

Extended conference registration deadline!!!
 
If you haven't registered for the 2008 Disability Access Conference to be held at the Ala Moana Hotel on Thursday October 16, 2008 yet, the deadline has just been extended. The last day to register for the conference will be Wednesday October 8, 2008.

Thank you to all those who registered for our upcoming 2008 Disability Access Conference.  We look forward to seeing you on Thursday October 16th at the Ala Moana Hotel.
 
We would also like to thank all of you who submitted entries for this year's 'Accessible Design Awards'.  The winners will be announced at the 2008 Disability Access Conference Luncheon. 
 
Following our conference, keep an eye out for photos of this year's winners that will be posted on DCAB's website and featured in upcoming articles of the 'Access E-Bulletin.'


Current Interpretive Opinions
 
In August the Standing Committee on Facility Access ruled on one Interpretive Opinion, which applies to buildings and facilities subject to HRS §103-50, regarding ADAAG Section 4.3 Accessible Routes:

DCAB 2008-05: An accessible route complying with ADAAG Section 4.3 is required to accessible elements as required by ADAAG Sections 4.3.2(2) and 4.3.2(3) with the following exceptions:
1.    An accessible route shall not be required to:
       ·    Permanent Room Signs
       ·    Directional and Informational signage
       ·    Audible and Visual Alarms
       ·    TTY's
2.    An accessible route shall not be required to the designated aisle seats required by ADAAG Section 4.1.3(19)(a). The designated aisle seats required by ADAAG Section 4.1.3(19)(a) shall be the aisle seats located closest to accessible routes.

Updated Summary of Interpretive Opinions

DCAB has updated the Summary of Interpretive Opinions, which is a compilation of interpretive opinions issued by DCAB from 1990 to 2008. 

Pursuant to §103-50, Hawaii Revised Statutes (HRS), all buildings and facilities constructed by, or on behalf of the State or any county, shall conform to the Americans with Disabilities Act Accessibility Guidelines and the requirements of the Fair Housing Amendments Act Accessibility Guidelines as adopted and amended by the Disability and Communication Access Board (DCAB). In accordance to HRS §103-50 and Chapter 11-217, Hawaii Administrative Rules, DCAB has authority to issue interpretive opinions for the purpose of clarifying design requirements for State and county construction projects that are covered by HRS §103-50.

4.13 Doors
 
1) Q: Are all my accessible doors required to have maneuvering clearances?
 
A: Not necessarily. The maneuvering clearances specified applies to accessible doors that are not automatic or power-assisted. Of course, if power doors are provided, the controls must meet the requirements for Controls and Operating Mechanisms.
