Redistricting Hearing February 1!

The green area is proposed council district 4

(This is from the Labonge Newsletter)

The Los Angeles City Council Redistricting Commission has released draft maps of the proposed boundaries of the 15 Council Districts.

"In the interest of the city as a whole, I'm very disappointed in the draft-map released by the Redistricting Commission," said Councilman LaBonge."The people of the 4th District participated in the public hearings on redistricting, stating loud and clear the importance of neighborhood integrity, the balance of diversity and the political representation of communities of interest in Council District 4.This draft redistricting map weakens the political representation of the Santa Monica Mountains, fractures the community of Hollywood among three Council districts and dissolves the historic core of Council District 4 - the greater Wilshire area, including Hancock Park, the Miracle Mile, Larchmont Village, Windsor Square, Pan Pacific Park and Park La Brea. What disappoints me most is that the will of the people of the 4th district was seemingly ignored by this important process.

"I therefore encourage all interested residents and community leaders of the 4th District to attend the upcoming public meetings on redistricting and make their voices heard unequivocally on keeping their neighborhoods and communities of interest together."

Community Leaders Unite to Save Hollywood!

Could this be the Hollywood of the future?

Community Leaders Unite to SAVE HOLLYWOOD!

The proposed Hollywood Community Plan has some serious problems. Astute leaders are working to get the City Of Los Angeles to correct the serious errors before it's too late.

Problems with the plan:

  • Allows for sky high development in the core of Hollywood
  • Does not include provisions to mitigate the impacts of such density on our infrastructure
  • It lacks any provisions for more emergency response and law enforcement resources
  • There is no transportation plan
  • There are no provisions to protect our historic buildings and neighborhoods

People for Livable Communities have created a website to educate and motivate. Check out SaveHollywood.org. Get on their mailing list to stay up to date on their progress and to find out how you can participate.

Also, they are at the Farmer's Market in Hollywood on Sundays from 8 am to 2 pm. Drop by their booth and hear more about this plan and the timeline for making your voice heard.

George Abrahams is one of the volunteers on site at the Farmer's Market

Helicopter Update

red helicopterOn January 19, 2012, Congressman Howard Berman held an important roundtable meeting on his proposed Helicopter Noise Legislation for Los Angeles.  Participants included: Congressman Berman, Daniel Harsha (Berman Washington DC staff), Bill Withycombe (FAA Regional Administrator, Los Angeles), Elizabeth Ray (FAA Air Traffic Organization, Washington DC), Mark Adams (Los Angeles World Airports, LAWA), Arnie Klein (President/GM KABC), Cheryl Fair (KABC News Director), Matt Zuccaro (COO, Helicopter Association International, HAI, Washington DC), Larry Welk (President, Professional Helicopter Pilots Association, PHPA, Los Angeles), police pilot representatives (LAPD, LAFD, LA County Fire, and LA Sheriff), Sherman Oaks Homeowners Association (Richard Close, President, Bob Anderson, and Helen Gordon), Studio City Residents Association (Bob Weiss), Beachwood Canyon Neighborhood Association (Fran Reichenbach and George Abrahams), Van Nuys Airport Citizens Advisory Council (Wayne Willaims), and several others.

After brief introductions, discussion focused on the need for regulating helicopter noise in many parts of Los Angeles.  Congressman Berman led the discussion and kept us focused on the problems, the solutions, and the need for regulation.  As expected, the two pilots groups, HAI and PHPA, were against any legislation or regulation, and want to conduct a study to better understand the problems.  The citizens groups understood that a study is just a ploy to stall real action, and we argued for rapid, enforceable regulation with consequences. As the Congressman noted at the end, there was definitely no meeting of the minds, but the meeting brought key issues to the table and opened the way for future action.

We believe that the meeting showed to Congressman Berman and the FAA that the helicopter pilots and owners will not take action to reduce noise and safety concerns without government action.  We have definitely caused concern by the industry which can lead to enforceable regulations.

Congressman Berman plans to hold a public meeting in the Valley soon on his helicopter noise legislation.  We all need to work together and ensure broad attendance at this meeting.  We will keep you posted.  If you have any questions, please contact me.

Thanks.

Note: George presented some Webtrak screenshots showing that there was sufficient airspace to permit a 2,000 foot above ground level flight rule. We got some movement on our SFAR petition. Elizabeth Ray, FAA Air Traffic Organization, Washington DC, said that the FAA would initiate a data collection study. Julia Massamino, chief of staff and council to Congressman Berman, told us that it was a meaningful first step to the creation of a flight rule. Matt Zuccaro, the COO of HAI said that he could accept a 2,000 foot above ground level flight rule.

Water Leak Washes Out Roadway!

Roadway washed out

Saturday, January 28th, a leak erupted in the water line that goes up to Mt. Lee from the water tower. Before the DWP could get to the scene, police were there to isolate the area for public safety. A big section of the Mt. Lee Dr. road has been destroyed by the mud and water that came rushing downward.

No pedestrians allowed

Mud washes down Deronda and Linforth

This muddy river ended up down on Deronda and even on Linforth. Cleanup has begun with crews repairing and re-enforcing the area. For now, there will be no pedestrians passing through this area.

If you are a hiker and you want to go up to the back of the Hollywood Sign or beyond it to Cahuenga Peak, please consider the Hollyridge trail as your starting point.

Or, if you want to go to Cahuenga Peak, park on Lake Hollywood Drive just off Wonder View Dr and walk east on Wonderview past that big round structure. Take the trailhead on the right. It's a great hike past the vineyards with lovely views as you go. We'll let you know when the road is clear again.
