Hollywood Community Plan

The City of Los Angeles is currently updating the community plans that control land use and zoning and set the vision for the future of our city. Although community planning can be a dry subject and is often ignored because it is so technical, it has an enormous effect on all of our lives for good or for ill. The type of development allowed under the community plans could reduce property values, increase noise and traffic congestion, or change the character of the City. The City Planning Department recently presented the draft Hollywood Community Plan to the public. Nearly every neighborhood association and neighborhood council in Hollywood became alarmed at the provisions in the Plan and immediately took official positions in opposition to the Plan. In only 4 weeks and with only minor changes the Plan was approved by the zoning administrator, the Central Area Planning Commission and the City Planning Commission.
The Hollywood Community Plan is just the first of 35 community plans that cover every part of the City. It is the template for all the plans that follow.
The objectionable part of the Hollywood Community Plan is the proposed massive increase in development without any regard for the inadequate infrastructure (roads, utilities, public services, schools) to support that amount of development even though population has steadily decreased over the past 20 years and the building maximums under current zoning rules have not been reached. The Plan is a gift to land developers who have contributed to the campaigns of the mayor and council members.
A city is a place where people live and we, the residents must have a community plan that reflects our needs and desires. We are the ones who elect the mayor and city council and they must be made to heed our voices. That is why community leaders in Hollywood have organized to form a group dedicated to creating a community plan that mirrors the interests of the residents.
Members of the Board of the Beachwood Canyon Neighborhood Association are participating in the coalition of leaders aimed at spreading this information far and wide. This endeavor will require some expense for materials and possibly the creation of a website. Rejoice, Rejoice, the Wicked CRA is Dead!  For years the Community Redevelopment Agency (CRA/LA) has been imposing ugly, soulless monstrosities upon our community using a command and control central planning model. They used their power over the objections of the residents to create projects out of character with the surrounding neighborhoods. The Legislature enacted bills to end the CRA's (AB 1X26) and to replace them with a modified version that contributed a portion of the revenues to the State (AB 1X27). The State Supreme Court upheld AB1X26 and overturned AB1X27. CRA's have been abolished and must disband. This is great news. CRA/LA has been a boondoggle. Three projects over the subway stations on Hollywood Blvd. are huge financial failures: 1) Hollywood-Highland lost $454 Million Dollars. That's almost $1/2 Billion! 2) The W Hotel has most of its condos vacant and hotel rates are in the basement. 3) Hollywood-Western cannot rent 1/2 of its retail space after 8 years. In their last meeting, days before the court ruling, they approved a plan to allow for 100% lot coverage and unlimited height of building in portions of Hollywood. Angelenos are on the hook for over $3 BILLION in CRA debt. This is money that could have gone into maintaining our crumbling infrastructure. From now on, all tax revenue collected by the City will go to support city functions. Please send a note to say "Thank you" to Governor Jerry Brown for making this possible.

Say "No" to Solicitors  This comes from Hollywoodland resident, Alan Donovan: "As you know, we have been plagued by a great deal of house break-ins. I just arrested a person trying to burglarize my house. He was going door to door selling magazine subscriptions which is a ruse to, 1. obtain credit card info. that WILL be used in identity theft, 2. look for opportunity to steal from a car, mailbox, etc, and 3. the most dangerous, to scout and probe for a future burglary. They often will prey on people's alleged 'prejudices' by saying to the effect 'You won't talk to me because I'm (insert minority)'. Please tell all our members and neigbors not to engage any of these people and to call the police. It is an obscure city law that NO ONE may solicit door to door without a Police Commision Permit. It will also give the police an opportunity to ID these people for further action." Later, Alan told me that this suspect actually tried to come in the front door, unaware that he was home. He says, "Our neighbors have to be more pro active and they can not put all of us at risk by charity to people they think need our 'understanding'. These people are all crooks and will not hesitate to harm us or our families." Breaking News: On November 29, 2011, George Abrahams spotted professional recycling theives in a pick up truck with a special container built into the bed. One individual was driving and two were following on foot going through every trash can on the street. They were wearing L.E.D. miner's lamps on their heads. For every dollar's worth of recyclables they steal from the containers, the city loses $2 in revenue. We, as taxpayers have to make up this difference. These are not just the hapless poor with shopping carts. These are professionals and do not belong in our neighborhood. As with the solicitors, when spotted, call 9-1-1. 2012 Annual Dues Request
The end of 2011 is here. Your Beachwood Canyon Neighborhood Association has been busy on many fronts this past year to preserve the quality of life in the community. It's time for your board to report to you. Here's a summary of what we have been doing:
Outreach: Communication is on the top of our list of priorities. We maintain a humble but efficient website and send out periodical newsletters. Take a look at these by going to BeachwoodCanyon.org and click on "Archive".
Charity: Our organization recently donated money to help with the establishment of the LAPD Mentor Center.
Tourism: Our Tourism Committee has been busy addressing the impacts of tourism on our community both on the ground and above our heads. We are hard at working building a website that takes tourists to wonderful places outside our neighborhood to get that wonderful shot of the Hollywood Sign. Check us out: TheHollywoodSign.org
Helicopter Noise: We met with representatives of the Professional Helicopter Pilots Assn and a rep from the LAPD Air Services Division to make them aware of the impact of helicopter noise on our community. They have since reduced their operations in our area. At the same time, we have submitted a petition to the FAA to have a 2,000 foot above ground level limit for the non-emergency, non-military, fixed-wing and helicopter traffic that fly over our heads every day at all hours. This is called a Special Federal Aviation Regulation petition (SFAR). Reps from our Tourism Committee are going to each neighborhood organization in our Mt. Lee area for their support. Congressman Adam Schiff, County Supervisor Zev Yaroslavsky, Assemblymember Mike Feuer, Hollywood United Neighborhood Council, L.A. Philharmonic Association, Friends of Griffith Park, Van Nuys Airport Citizen's Advisory Committee, Hollywoodland Homeowner's Association, Hollywood Dell, Hollywood Knolls, and Argyle Civic Association, are in full support of this effort. The outreach continues. We are going to additional leaders and organizations for their support. We continue to support the efforts of Howard Berman and his HR 2677, the Los Angeles Residential Helicopter Noise Relief Act of 2011.
Redistricting: We were vocal on the topic of redistricting when efforts were afoot to split the Santa Monica Mountain communities for special interests. It has been preserved in part from our testimonies.
Development: We are currently gathering a unified voice to prevent some of the zoning changes proposed in the Hollywood Community Plan from going through. We were successful in our efforts to get the upzoning of Franklin Strip, Best Western Hotel, Little Country Church of Hollywood, and the apartment next door to it removed from the Plan. We are working to preserve the residential character of our community all the way down to Hollywood and Vine.
Security: We continue to encourage and assist in the creation of Neighborhood Watch programs. We interface with the Hollywod Police and Building and Safety to secure abandoned and bank-owned properties in our area. As always, we are very interested in the local crime and work to educate neighbors on crime prevention. Quality of Life: We address issues like potholes, lighting, traffic, bulky item pick up and parking.
Partnership: We have built good relationships with the Hollywood Police, the City Council office, and various other departments and agencies. As a result, we hope to get the best possible responses to neighborhood issues.
We Need YOUR Support: Your dues help keep this association healthy enough to react to neighborhood needs as they arise including the costs of appeals, mailings, and other related business expenses. As always, your dues remain $20 for a house, $10 for an apartment. We thank you for your support and invite you to participate in your neighborhood!

| Rural Shelter FULL!
The Wasco Shelter is full and some of the larger dogs are needing homes ASAP.
At least two of these dogs need to find homes or be put to sleep. The rest will be okay for a little while. Here's the contact info:

LUCY - What a beautiful girl. Lucy is a 4 year old female Pit Bull. She is friendly with people and gets along with other dogs. She was found at Kmart (a smart shopper). Lucy loves to play and walk along next to people. Just a great, all around dog who gets along with everyone.
BUBBA - Meet Bubba, a beautiful 4-6 year old male Pit Bull. Bubba was found outside a house that was 10 miles from town. He was very thin and had a dislocated hip. A volunteer took him to the vet and after three tries the pin held. He is now doing great, on occasion he still favors that leg but he has full use of it. He can walk, run and jump. Bubba is super sweet and loves attention. At the vet, he would sit with his head in the lap of the volunteer. He gets along well with other dogs in open spaces, but needs work on his manners through gates. This great dog has been through a lot and it is time he found a forever home. CALVIN - Check out this good looking boy! He is a 2-4 year old blue male Pit Bull. Calvin is friendly and plays well with other large dogs. He loves to be the center of attention and will put on a show of jumping and big kisses. Calvin wants nothing more than to be petted. All he asks for is some attention and love to be the happiest pup around.
He's the much-loved mascot of Wasco Shelter, complete with free leashless roaming, office bed, and lots of toys. He follows wherever the workers go. A person or family will be very fortunate to have this dog as a family member

TYSON - This beautiful boy is Tyson. A 6-Month old Pit Bull mix. He was a stray found by a shelter volunteer. He loves attention from women, but has an extreme fear of men. His eyes get as big as saucers and he begins shaking. No doubt he was abused. He will need someone to take the time to help him trust again. He gets along with most dogs, but can show some aggression over treats. In addition to looks, Tyson also is smart; he knows how to sit and shake. He does not shred up his bedding like many dogs do. He occasionally jumps, but with time and love he will be a great dog. Due to the need for training to work through some of his issues based on his past, it is preferred that Tyson go to a rescue placement rather than a foster home.  | | Ozzy |
OZZY is a beautiful Boxer mix. Look at that coloring! You can see his personality from the picture. He is approximately 1 -2 years old. He's very friendly and loving with people, and gets along well with other dogs. True to the boxer nature, Ozzy would be your best buddy and make you laugh in additional to being a great protector.
