NGS HEALTHCARE INTEGRATED GENERAL LEDGER ACCOUNTING SYSTEM TRANSITION

 

On March 7, 2012, National Government Services (NGS) will begin a transition to Healthcare Integrated General Ledger Accounting System (HIGLAS) that will affect claims payment for Part B claims.

 

Electronic claims are normally paid within 14 days.  NGS will be making adjustments to this schedule to first pay claims out early.  

  • On March 6, 2012, they will be paid within 7 days.   
  • On March 7, 2012, they will be paid within 0 days.   
  • Then from March 8-12, 2012, they will not issue any payments as these are considered "dark days" to allow for the transition.  

Payments should resume their normal 14 day status on March 13, 2012.  Due to the early payout of claims, there will be a significant reduction of payments between March 13-21, 2012.

 

Paper based providers will also have claim payment days adjusted.

 

STATUS OF MEDICARE ADMINISTRATIVE CONTRACTOR (MAC) CONTRACT AWARDS (As of February 13, 2012)

 

Wisconsin Physician Services (WPS) has been confirmed as the new MAC for Michigan and Indiana.  Be on the watch for information from National Government Services (NGS) regarding the transition instructions and time frames.

The proposed 27.4% cut in the Medicare Physician Fee Schedule will have to be reviewed again in 2013, but we are safe for now. Congress voted to prevent the cut slated to occur after expiration of the temporary hold through February 29, 2012.  This new version is effective March 1, 2012, through December 31, 2012.
 
ARE YOU RECEIVING MEDICARE PAYMENTS?
 

Medicare is having nationwide issues affecting claims and payments due to the mandated effective date of January 1, 2012, for the new 5010 electronic format.  Many providers report significant reductions in receipts.  There have been multiple issues such as old submitter validation information not being transferred, sporadic payment of initially or re-submitted claims, lost claims, and significant back-logs, to name a few.  Be sure to check your claims to identify what issues may be affecting you.

ARE YOU E-PRESCRIBING? 


Don't let your Medicare payments be reduced by 1.5% for either not e-prescribing or not reporting it correctly.  If you reported on 25 claims in 2011, you will be exempt from the 2013 reduction.  You can report on 25 again this year to again be eligible for a 1% incentive. 

 

If you did not successfully report in 2011, it is not too late to avoid the 2013 reduction.  You can report code G8553 on 10 claims between January 1, 2012, and June 30, 2012, to prevent the payment adjustment.  For the elimination of the payment adjustment, the G8553 can be filed with any service.  To receive the incentive, it must be reported with an appropriate evaluation and management code and be reported 25 times throughout the year.  If you do not electronic prescribe, there are various hardship exceptions that can be claimed.
