Washington State Considers Brownfields Overhaul

 

The State of Washington Department of Ecology issued a comprehensive brownfields report entitled: "Washington State: Brownfields Policy Recommendations," reflecting the recommendations of their Brownfields Advisory panelRedevelopment Economics was part of the Maul-Foster Team that produced the report.  Among the recommendations:

  

1) Polices to Empower Communities, including:

  • Create Brownfield Development Authorities (BDA) that have powers to integrate planning and implementation mechanisms for areas impacted by multiple brownfield sites...   

Read more - a new linked state-local brownfieds tax incentive; licensing remediation professionals; and a third party outreach mechanism, among the far-reaching recommendations.  

Senate Sub-Committee Restores Most Brownfields Funding

The Senate Interior and Environment Appropriations Sub-Committee issued their mark-up of the appropriations bill, pegging the EPA Brownfields 104(K) Program at $90 million, a $30 million increase over the House.  The sub-committee's mark up is posted here

National Brownfields Coalition has been leading a campaign to support higher EPA Brownfields appropriations.  At least twelve of the sixteen sub-committee members heard from constituent communities that regard the EPA Program as essential.  The Coalition's Executive Director, Evans Paull, also testified at the recent Senate Environment and Public Works Committee hearing on the EPA Brownfields Program.
 

The Brownfields Leadership Circle supports the Coalition's work with Congress.  

 

Tennessee Adopts Sales Tax TIF for Brownfields

New Jersey Implementing Aggressive TIF Program

 

The Tennessee legislature adopted a bill that allows localities to devote incremental sales taxes to be included in tax increment financing projects if the site meets the definition of an "urban brownfield."  Sites must be in designated "Redevelopment Zones."  See this article


Tennessee joins a growing number of states that are aligning TIF with smart growth and brownfields redevelopment.  New Jersey's Economic Redevelopment and Growth Grant, established in 2009, is now being implemented.  Wilentz, Goldman, and Spitzer summarize the program and outline the 9 state taxes and 10 local taxes that can be brought into qualifying redevelopment projects.  The state grant program converts the value of the pledged tax increments.   

Chicago Meatpacking Plant Revived as Eco-Industrial Food Incubator

A former meatpacking plant on the south side of Chicago is being redeveloped as an indoor farm, business incubator and food manufacturing plant. "The Plant" is a 93,000 sq ft vertical food industry incubator, with Combined Heat and Power (CHP) factoring heavily in converting food waste to energy and in providing heat and electricity to run a greenhouse, aquaponics facility, and several other food production businesses.  The project has goals for being zero waste and off-grid.   See The Plant website.

 

Carbon Motors Producing High Tech Patrol Cars on Indiana Mothballed Brownfield Site

Carbon Motors Corporation announced that it has commenced refurbishment of the mothballed brownfield site in Connersville, Indiana, and will be turning it into a modern, 21st century, highly efficient and environmentally responsible redevelopment to be known as the Carbon Campus.  The group will be commencing production of the Carbon E7 - the world's first and only "purpose-built law enforcement patrol vehicle."  See this article
Connecticut Jobs Bill Funds Cleanup of State-Owned Brownfields
 
The Connecticut General Assembly approved a $626 million jobs program that included a "$20 million pool of money to clean up and sell state-owned brownfields that are the contaminated legacy of the state's former urban-manufacturing economy."  See this article. 

 

Cities and Population Trends - Are People Moving Back?

Atlantic Cities looks at the conflicting data.  "When the 2010 Census results came back earlier this year, many urbanists were left disappointed," begins the article.  However, downtown areas did reflect urban revival.  The article continues, "Even in places that experienced general declines in city population, such as St. Louis, downtowns showed some impressive residential growth. A new analysis of intra-regional migration patterns of four large cities, using data from I.R.S. tax returns, gives this lining an additional layer of depth."
