ACC Board Approves Refinancing Bonds

Refinancing will save ACC about $1.2 million

ACC's Science Health Building was funded by a $19.9 million bond issue approved by voters in 2005.

The Alvin Community College Board of Regents voted unanimously during their February 23 meeting to refinance about $8.9 million in bond debt related to the Science Health Building construction.

The move will save the district about $1.2 million in interest in repaying about $19.9 million in bonds that were approved by voters in 2005 to construct the ACC
Science Health Building.

A financial firm told regents during the meeting that it is a good time to refinance the bonds because interest rates are historically low.

"When you have a down economy, this is one of the benefits," Regent Karlis Ercums said. Ercums also said the low costs of refinancing make the deal worthwhile.

ACC has about $16 million in outstanding debt related to the 2005 bonds. The college will only refinance about $8.9 million.

Investors tend to seek bonds less than $10 million because they can get a better return. Due to tax codes it's more beneficial at this point to refinance just half of the debt, a financial expert told regents.

ACC will be able to refinance the other portion of the debt the following year.

The board will have their next meeting on March 22.

ACC to Hire QEP Coordinator
Coordinator would help create online class orientation
Alvin Community College is looking for a Quality Enhancement Plan coordinator after the Board of Regents approved the position during the February 23 meeting.

The QEP plan is a requirement as part of the Southern Association of Colleges and Schools accreditation reaffirmation.

The coordinator would develop and install a mandatory online orientation for Distance Education students, to increase completion rates.

ACC has record enrollment in online classes. Distance Education Director Dena Faust gave a presentation to regents regarding the growth of online learning. ACC had 839 online students in 2007 and 1,631 in 2011. Enrollment is already grown 15 percent so far in 2012 compared to last year, Faust said.

Board members asked several questions about how the new programs could be implemented, when students can take the courses and whether they are providing the same education as classes on campus. Regents also wanted to know if Distance Education is keeping track of student success.

Faust said ACC charts online completion rates and is trying to prevent students dropping classes with an online orientation, as required by the Quality Enhancement Plan.

Applications for the position will be accepted through March 9. Learn more about the position by calling 281-756-3500.

ACC Teaches Students about Drunk and Distracted Driving with Simulator

Students try, and fail to maneuver vehicle during demonstration

Anderson
Dean of Students JoAn Anderson tries out a simulator that mimics the effects of drinking while under the influence of alcohol during the Arrive Alive demonstrations on February 29.
Alvin Community College student Nick Saldivar, of Angleton gets some tips about driving the simulator from Unite International event technician Heidi Martinez on February 29.
Several Alvin Community College students and Dean of Students JoAn Anderson learned exactly how hard it is to drive while under the influence of alcohol or trying to send a text message on February 29.

Unite International brought in a simulator vehicle that proved difficult to handle for the test-drivers.

Many of the students who drove the simulation said they were surprised by how difficult it was to keep the car on the road and avoid crashing.

"It's really hard to try and control," said student Amanda Guajardo, of Alvin. "It was eye-opening."

After doing their best to drive the wayward simulator, students were then given information about what can happen to someone if they are caught drinking or texting while driving. They could be fined, jailed or face civil lawsuits. If they injure someone in a wreck caused by drunk driving, they could face prison time.

Unite International takes the simulators to schools throughout the country in an effort to prevent drunk driving and texting while driving.

Watch a video about the simulation at ACC. Learn more about Unite International and Arrive Alive.
