Almost Summer Greetings! 

 

Many schools are out for summer and parents are looking for fun, inclusive activities for their families ...  If that's you, then RSVP now for The Arc of Aurora's June 17, 4-7PM Get Your Country On! free, fun event at the Stampede in Aurora (see Members' Corner below).  This is a free event offered to The Arc of Aurora members and their friends, further emphasizing the value of your membership with The Arc of Aurora.  That membership you use year round to access individual advocacy, other fun events and educational opportunities.  June is membership renewal time; watch for another email with more information. 


Exciting times for The Arc of Aurora members in fall, also:  The Arc of the United States National Convention is in Denver in September, and October finds us honoring our decade of work to address crime victimization (see Members' Corner below).

Policy Profile: Children with Disabilities

Appealing Eligibility Denials in Children's Home and Community Based Services (CHCBS)

Colorado has four different Medicaid Waivers for children with disabilities.  Each waiver has different services that children can access as well as different eligibility criteria. However, all children must qualify for "long-term care" through a tool called the ULTC (Universal Long Term Care) 100.2.  The ULTC 100.2 is usually conducted by a case manager, resource coordinator, or service coordinator. 

 

CHCBS eligibility requires a Nursing Home Level of Care that is determined through the ULTC 100.2 because the child has a significant disability or special health care need.  Services provided through CHCBS include access to case management and Medicaid State Plan (regular) benefits.  Over the past year, some children who had previously qualified for CHCBS were denied eligibility at their redetermination or children who applied were denied eligibility.  This seems to be in conflict with the eligibility criteria IF the child passed the ULTC 100.2 screening.

 

In an effort to address this inconsistency, Family Voices is assisting with appeals for families whose children were determined to need Nursing Home Level of Care via the ULTC 100.2 but were denied CHCBS eligibility.  If you or someone you know needs to appeal a denial of eligibility, contact Family Voices at 303.733.3000.

 

Medicaid Buy-In for Children ... What do families want?  Will you use it?

Health Care Policy and Financing (HCPF) wants families' input on the proposed Medicaid Buy-In for Children with Disabilities. Medicaid Buy-In Programs for Children with Disabilities are currently being developed as a result of the Colorado Health Care Affordability Act.  Medicaid Buy-In Programs allow individuals to 'buy into' Medicaid by paying a monthly premium.  

 

HCPF is working to assure that the Medicaid Buy-In for Children offers what families want and, to this end, is looking for feedback on such questions as, "If you could buy into Medicaid instead of going through a Medicaid waiver door, would you? What services in Medicaid do you think you would use or would be most beneficial?  How much would you be able to pay in premiums to have Medicaid health insurance?"

Pre-Existing Condition Insurance Plan: Colorado

Eligible residents of Colorado can apply for coverage through the state's Pre-Existing Condition Insurance Plan program run Rocky Mountain Health Plans and Cover Colorado.  To qualify for coverage:
  * You must be a citizen or national of the United States or residing in the United States legally.
  * You must have been uninsured for at least the last six months before you apply.
  * You must have a pre-existing condition or have been denied coverage because of your health condition.
The Pre-Existing Condition Insurance Plan, called GettingUSCovered, covers a broad range of health benefits, including primary and specialty care, hospital care, and prescription drugs. All covered benefits are available for you, even if it's to treat a pre-existing condition. Click here for a link to more information.

Natural Supports: They're Needed and the Debate is Heated

Should natural supports fill in the gaps, or perhaps even take the place of, paid services for individuals with disabilities? With waitlists for services being longer than ever, what role can natural supports play in improving the quality of life for people with disabilities? A matter of on-going debate, natural supports spark the interest of many in the disability community, including disability advocate Denver C. Fox. In April, 2011, Fox sought to discover what folks really thought about this controversial issue. He developed a simple, eight question survey, e-mailed it to various listservs across the country and, with the help of his "viral technique", received almost 500 responses. Matrix Parent Center Offers Toolkit for Families Preparing for IEP Meetings  

The Matrix Parent Network and Resource Center offers a free, downloadable IEP Tool Kit to help parents/families better advocate for their children. It includes: steps in planning for an IEP meeting, tips on organizing a child's school-related papers, forms for organizing data about a child's needs and strengths to decide what might be needed in the IEP and for keeping track of needs and questions to discuss at the meeting, and information on resources special education IEP plans, effective communication, and a child's special needs. 

 

Parent Technical Assistance Network on College Access for Students with Intellectual Disabilities 

Parent Technical Assistance Network has archived its April 2009 webinar, "Why Not College: Inclusive College Education for Students with Intellectual Disabilities," along with other information on the Higher Education Act and Students with Intellectual Disabilities.  

 

My Health Passport ...

... is designed to support individuals with intellectual and developmental disabilities (IDD) to share critical health information that might be needed for inpatient hospital/clinic visits. During these circumstances, an individual will interact with several health care professionals who might not be very familiar with providing care to someone with IDD. My Health Passport is an effort to overcome such barriers to optimal care, by providing pertinent and easily accessible information regarding that individual's unique support needs. Other patient populations such as the Deaf and Hard of Hearing have commented on its utility for them as well. My Health Passport is available free of charge in both English and Spanish.

 

PEAK Parent Center would like your input ... 

... regarding your child with a disability. The purpose of this survey is to learn your perspective about your child's educational planning and services in his/her school setting. Information you provide will inform PEAK Parent Center as to how best to increase access to and provide information and supports that improve quality of services for children with disabilities and their families. All information gathered will be used in aggregate and no one individual response will be identifiable.  

 

Support Medical Foods Equity Act
Earlier this year, Sen. John Kerry (D-MA) introduced the Medical Foods Equity Act (S 311). The bill would require all health insurance companies to cover the costs of necessary medical foods for people with inborn metabolic disorders and similar diseases, including phenylketonuria (PKU). The National PKU Alliance, a nonprofit advocacy organization for individuals with PKU, is encouraging people to inform their congressmen about the importance of this legislation and ask them to co-sponsor the Medical Foods Equity Act. The Senate bill has been referred to the Committee on Finance, and the House bill has been referred to the Subcommittee on Health, Employment, Labor, and Pensions.  Read more about how to contact your congressmen about this issue.  Read a summary of the Medical Foods Equity Act.

$4.9M for Health Information Centers
On Tuesday, May 17, 2011, the Health Resources and Services Administration (HRSA) announced $4.9M in funding for families with special healthcare needs. ACA outlined the grants to support the Family-to-Family Health Information Centers through 2012. These statewide centers provide a variety of education and support services, navigating families through the healthcare system to meet their special needs.  Read the HRSA press release.

Calling the Country Western in you!  

Oh, come on - we all have it!!!  Friday, June 17 from 4-7 you can get your country on:  fajita bar and other snacks, soft drinks, 2 dance lessons, pool tables, happy hour priced beverages.  All of this will happen at the Stampede Mesquite Grill & Dance Emporium, 2430 South Havana St., Aurora 80014.  The event is free to members and their friends but RSVPs are required.  Jean Solis in the office can answer any questions you have.  Bandanas and cowboy boots optional!

 

Summerfest 2011

Calendar 1-6PM, Saturday, August 13, for this year's Summerfest fun:  chili cook-off, talent show, silent auction, dessert-off, Hula-Hoop contest, musical chairs.  Better even than the afternoon's worth of fun you will have -- 100% of the proceeds from all Summerfest activities come to The Arc of Aurora!  Details in next month's News You Need to Know.

 

A Decade of Change:  Raising Voices, Shedding Light, Giving Hope

This year marks The Arc of Aurora's tenth year of actively working to address crime victimization of people with developmental disabilities.  Our Legacy 2011 event, A Decade of Change:  Raising Voices, Shedding Light, Giving Hope, honors that work.  Saturday, October 1, will be celebration evening, which will include a poster contest (all can enter -- look for details this summer!), silent auction, live dramatic performance, and social time.  Stay tuned to our News You Can Use for details on how you might join this celebration that supports our continuing work on crime victimization.   

 

The Arc of the United States' National Convention will be held in Denver in September 2011. Look for information about attending and volunteering soon. Having our national convention in town offers each of us a unique, more affordable opportunity to see our organization's governing body at work. The Arc of Aurora will offer a limited number of full and partial scholarships to current members for conference registration -- all the MORE reason to update your membership as soon as you receive those materials later this month!

Spotlight On ...  Dottie Kerr
The Arc of Aurora's Sunday Get Together Bowling League offers a recreational opportunity for adults with developmental disabilities that would not be possible if it were not for volunteer facilitators.  For two years now, each Sunday from September through May, Dottie Kerr has facilitated this group for up to 30 bowlers.  Dottie took over this volunteer position from Kathy and Elliot Smith when they moved which has allowed our long-time Bowlers continuity in their League activities.  Many thanks, Dottie, and Hats Off to You for continuing to offer your time to make a difference in the lives of people with developmental disabilities!
