Spring Greetings! 
 
Spring finds us fueling the true flame of self-determination of and by people with developmental disabilities by coordinating the May 16 concert by the upstate New York band Flame.  Perhaps you saw them perform on Good Morning America or at Eunice Shriver's funeral?  With the support of our many partners in this effort, the metro Denver area will ROCK AND ROLL on Sunday, May 16!  Tickets are available to The Arc of Aurora members through a special electronic and USMail mailing soon.  Not a member but would like to be so you can take advantage of future similar events?  See the coupon below.
 
The State Legislature is wrapping up its 2010 Session so we have information on its work on our website (link below).  In addition, school finance issues and their impact on special education are discussed in this April newsletter.

FLAME CONCERT EVENT
FLAME
... to fuel the FLAME of true self-determination of and by people with developmental and/or other disabilities in Colorado.

SUNDAY, MAY 16, 2010 -- 2PM TO 4PM at Rotors of the Rockies - 11915 Airport Way -- Broomfield

FLAME, out of upstate New York, is the ONLY touring band in the world comprised entirely of people with developmental and/or physical disabilities.

The event is sponsored by The Arc of Aurora, The Arc of Colorado, Rotors of the Rockies, The Arc in Jefferson County, The Arc of Adams County, The Arc of Arapahoe & Douglas, ACL Boulder, ADVOCACYDENVER, Lloyd Lewis, The Arc of Larimer County, The Arc of Weld County, and the Glen Talladay and Sibling Scholarship Funds.

Up to 1,000 people from around the metro Denver area will attend.  The Arc of Aurora has reserved tickets for its members, and those tickets are FREE and on FIRST COME, FIRST SERVED basis with a maximum of six tickets per member.

Members, please watch for your special invitation to request tickets to attend this afternoon of empowerment and FUN!

The Colorado General Assembly's 2010 session nears its close, and there are a number of passed and proposed bills that will/may impact persons with developmental disabilities and/or their families.  A listing of those bills with details about their potential impact can be found at The Arc of Aurora's website.

Sunday, May 16 - FLAME concert, 2-4PM, Rotors of the Rockies, Broomfield.  Rock concert with band from upstate New York comprised only of persons with developmental and/or physical disabilities. 
 
Saturday, August 21 -  Summerfest, Pitchers Sports Bar and Restaurant, Aurora, 1-7PM.  Start perfecting your chili and dessert recipes, and your talent show entry!  Activities include chili cookoff, dessert-off, talent show, silent auction.  Everyone welcome.
 
a weekend day in Sept. or Oct. - Second Annual Legacy Fundraising Event honoring the Running Ryans --  Plan to join us in honoring Brenda, Tim, Jack, Alex, and Danielle's longtime, continuing support of The Arc of Aurora.  Site, date, time to be determined.

Parents' Support Group
--  Board member and parent Myrrena Schwegmann is facilitating the next parents' support group meeting on Tuesday, June 8.  Myrrena is excited to be a part of an opportunity for parents to share experiences that all might relate to and learn from.  Leave a message for Darla (x4) at 720.213.1420 to learn more.
 
Food Pantry -- The Arc of Aurora office maintains a small food pantry filled with nonperishable food and personal hygiene items.  Many of the pantry's supplies come from the arc Thrift Stores; generous members also contribute to the pantry.  Call your advocate to access the food pantry or Jean to donate to it.

School District Budgets:  Heads or Tails?

I often struggle to make heads or tails out of all the talk about budget cuts for school districts across Colorado, more importantly for Aurora Public Schools (APS) and Cherry Creek School District (CCSD).  I wanted to share what I have been able to discern:

APS is reportedly looking at an $18-20 million dollar cut for 2010-2011 with an additional $10-16 million dollars in cuts over the next three years.  CCSD is reportedly looking at a $28 million dollar cut for School Year 2010-2011.  Both Districts cite changes in the state funding formula for school districts or simply State budget shortfalls as the main culprit for the cuts.  CCSD identifies an "increase in costs associated with providing an education that is college and workplace ready"** as an additional cause for its budget shortage.  APS points to "reduced revenues to the district"* as its co-conspirator.

Both districts will continue all construction projects (remodeling of existing buildings and construction of new schools and other facilities) thanks to voters in their respective districts.  APS is utilizing funding made available from 2008 Bond and Mill Levy monies.  CCSD is utilizing funding made available through the passage of Ballot 3B in November '08.

Both districts are altering transportation boundaries by .5 mile for middle and high school students.  Middle school students living within 1.5 miles of their schools and high school students living within 2 miles of their schools will not have access to district-provided transportation.  Special Education students with transportation needs outlined in their IEPs will be bussed to/from their respective schools.

APS is looking to do away with all but eight to ten (8-10) Special Education para's, according to Sandy Burdelik, Director for Exceptional Student Services. The District will, in turn, hire additional licensed Special Education teachers to help provide the support typically provided by para's, according to Burdelik.  Burdelik also states that the remaining para's will be placed in Life Skills and Functional Academic classrooms at the middle and high school levels.  APS will cut Functional Academics at the Elementary level, Burdelik says.  Further, APS will eliminate all field trips districtwide, all travel reimbursement, and out of district staff development.  Salaries will be reduced by .4% and insurance premiums will increase.

CCSD, according to John Staneck, Executive Director for Student Achievement Services, is trying to keep the same amount of teachers, para's and itinerant personnel through attrition, retiring personnel, and shifting some central office staff back into the classroom.  Despite budget cuts and shifting of personnel, Staneck wants parents to be assured that FAPE (Free and Appropriate Public Education) will be provided.

School Year '10-'11 looks to be a difficult educational year.  The Arc of Aurora will continue to monitor school district budget cuts and work to ensure those we serve are receiving a Free Appropriate Education in the least restrictive environment according to their IEPs.
