Alliance Kicks Off Stay-cation Passport Program

  While the economy is forcing some of us to reconsider our vacation and travel budgets, the Oil Region Alliance and WKQW have put together this great Stay-cation Passport Program for your fun and enjoyment.
   We have so many great opportunities in our own backyard that we felt this was the perfect time to make everyone aware of them.  The free events listed in the brochure are only a small representation of family fun ideas for the summer.
   Participate in the program, visit our many outdoor recreation areas, and take in some of the area festivals.  And, don't forget -- you can even make it an overnight stay in one of our area lodging facilities!  Show off your hometown area to all of your out-of-town guests.  You might even be surprised by all the exciting discoveries.
  This new Program is designed to encourage residents to visit as many of the participating area businesses as possible by October 5 for a chance to win exciting prizes, to increase foot traffic at the businesses, and to give people an opportunity to see what the Oil Region has to offer in the way of services, shopping, attractions, and more.  
   "The whole idea is to spend some money here in the Oil Region, keep our local businesses open, and get to know what is right here in our backyard," said Randy Seitz, President and Chief Operating Officer, of the Alliance. 
   Individuals wanting to participate are encouraged to pick up a 'Passport' at the Alliance Office at 217 Elm Street, Oil City, (Look for the building with the mirrored windows.) between 8:00 a.m. and 5:00 p.m. weekdays or at any of the 61 participating businesses that you will hear promoted on WKQW.  Participants may also call the Alliance at 814-677-3152 to find out which businesses in their locale are participating so they may pick up their Passport close to home.
   Participants will spend any amount of money at the businesses, keep their receipts, and turn them into the Alliance for tally.  Receipts may be delivered as often as the person wishes and no later than October 5.  The Alliance will conduct drawings on October 22.  Visit 50 or more places listed to be in a drawing for $1,000 and other great prizes including a diamond necklace.  For visiting up to 35 places, be in a drawing for $500 and other prizes.  Visit up to 20 establishments and be in a drawing for $200 and other great prizes.  Persons visiting 1 to 20 places will be in a drawing to win $100 and other prizes. 
Alliance and its Partners Assist Vantage Expansion Project - Job Fair to be Scheduled

  Vantage Holdings Company, LLC ., will be expanding its local operations to include a new sales outreach office in the Franklin Facility. As part of this expansion, they will be hiring 25-30 people.  In conjunction with the Oil Region Alliance, Career Link and Vantage, a Job Fair will be held in the near future.     
   Vantage® is a partnership among non-profit community hospitals.  Started in 1984, Vantage's mission is to develop partnership services, formally structured with commitment to share risk and revenue.  The partnership meets the needs of the initiating organization and then forms a for-profit company to bring the service to the general marketplace.  The Vantage® goal is to create savings and increase shareholder value.  In July, 2002, Vantage ® combined several of its companies into the Vantage® Holding Company, LLC. 
   The Alliance welcomes the growth opportunities here, and we are excited to assist Vantage in this local expansion.

Pennsylvania Heritage Area Funds in Jeopardy  by Marilyn Black, VP of Heritage Development
 
   Like many important functions and programs financed by the Commonwealth of Pennsylvania, the PA Heritage Area funds for the Oil Region are in jeopardy due to delays in enacting the state's FY 2009-2010 budget, as well as overall reductions in state revenues/expenditures in lean economic times.
   Ever since the establishment of the PA Heritage Areas Program in 1989, state monetary support has enabled the local program administrator to provide professional staffing to operate the grants furnished by DCNR and to assist area municipalities, businesses, and non-profits to perform heritage development as per the approved Management Plan for the specific Heritage Area.  The PA Oil Heritage Region was the fourth designated in the state; that occurred on April 28, 1994, by Governor Robert P. Casey.  There are currently a dozen Heritage Areas officially designated in Pennsylvania.
   As the chart illustrates, DCNR funding of this program was highest in 2001-02, when $3 million was shared by the then 11 heritage areas.  Recent years have seen an average state allocation of $2 million, which was almost equally split among the dozen.  The Oil Heritage Region therefore has been receiving about $250,000 via DCNR annually, which was leveraged in turn by matching funds from local and federal partners to coordinate and carry out numerous enhancement projects throughout Venango and eastern Crawford Counties.
 PA heritage Parks Program

   However, the PA FY 2009-2010 budget as recommended by Governor Edward Rendell last spring zeroed out the DCNR support in this line item effective July 1, 2009.  Similarly, the state budget enacted by the PA Senate also reflected zero funding for the PA Heritage Areas.  HeritagePA, the statewide professional association of managers across the heritage areas, advocates inclusion of $1.9 million for the recently begun fiscal year. 
   In order to institutionalize the Heritage Areas Program, and to provide guidance for the designation of new/expanded corridors, the "Commonwealth Heritage Development Act" has been introduced in the Pennsylvania General Assembly.  S.B. 617 (whose co-sponsors include Senator Mary Jo White and Senator Robert Robbins) on June 3, 2009, cleared the Senate Environmental Resources and Energy Committee; it is currently on the docket for the Senate Appropriations Committee.  H.B. 1126 (co-sponsored by Representative Scott Hutchinson) was referred on March 26, 2009, to the House Tourism and Recreational Development Committee where it remains. 
   Mrs. Marilyn Black, the Alliance's Vice-President for Heritage Development, explained.  "Until the state budget for DCNR is enacted including support for the Heritage Areas, the Oil Region Alliance will not accept any new funding requests or pre-applications.  We are honoring all existing projects and contracts, but we can't add to the volume until there is greater certainty of state and federal support to carry out the Oil Region National Heritage Area Management Plan throughout the 34 municipalities served."
   While federal funds from the National Park Service will likely remain about equal to what the Oil Region National Heritage Area has received during federal fiscal years 2008 and 2009, the U.S. Dept. of Interior appropriations bill has not yet been fully adopted in Washington.  This summer, the National Park Service requested that the Oil Region Alliance file a draft annual scope of work reflecting level federal funding; those documents were filed in June, indicating that the federal money will concentrate on Oil 150, the rehabilitation of the Tarbell House, and coordination services.
Tarbell House Construction Work Begins  by Mike Henderson, Project Manager
 
   Work is underway on various parts of the Tarbell House, closely following the Preservation Plan prepared by StruXures Architecture/Construction. This segment of the rehabilitation, called Phase I, addresses several areas of the house that are of the utmost concern with regard to stabilization.
   At the top of the list is the roof. While reviewing the Preservation Plan with architect Donna Gaston last year, we found that we were presented with several options. The option that made the most sense was to restructure the roof to its original configuration so that, if the budget allows, it will be ready for reconstruction of the third floor tower. This way the house gets a new roof (badly needed), and we restore the original architectural characteristics of the house. But the challenge facing Gustafson Contracting, the firm doing the construction work, was concern over having the entire main roof of the house exposed for a long period of time, risking catastrophic damage to the house, should it rain. So Gustafson came up with a plan to construct the majority of the new "flat" roof underneath the existing steep-pitched roof. This work is well underway and will greatly reduce the time of exposure to the elements.
   Other work being done throughout July and August includes replacing a missing load-bearing wall on the second floor, massive repairs on the west bay from foundation to roof, and stabilization of the sagging side porch. The 1920s-era front porch is being dismantled and the original Victorian porch configuration will be reconstructed using Tarbell-era photos for reference.

Alliance Schedules Free Program at Neilltown Church Building

   The Alliance is pleased to offer a free musical program at the Neilltown Church outside Pleasantville at 2 p.m. on Sunday, July 12.  The performance, featuring bluegrass, old-time fiddle, country and gospel music, will be provided by members of Chapter 16 of the Tri-State Country Music Association.   

   The concert site is a wood frame, one-story building constructed in 1842.  Guests should dress for the day's temperatures.  During intermission, brief remarks about the former church building and ongoing efforts to preserve and to rehabilitate it will be given by representatives from the Alliance.   

   There is no fee to attend the musical performance.  Donations will be accepted which will go toward efforts to preserve the church building, which is located on Pineville Road just north of the intersection of Pineville Road and Route 227 in the village of Neilltown, in Harmony Township, northwest Forest County. 

   The 2009 musical programs were supported by the Pennsylvania Council on the Arts, a state agency, through the Pennsylvania Partners in the Arts (PPA,) its regional arts funding partnership.  State government funding for the arts depends upon an annual appropriation by the Pennsylvania General Assembly and from the National Endowment for the Arts, a federal agency.  The Elk County Council on the Arts administers the PPA for the Neilltown Church musical programs.

Alliance Approves Second Revolving Loan -- Funds Still Available for Small Businesses

    Lake Tool, Inc., a small machine shop located within the Franklin Industrial & Commercial Development Authority complex in Franklin, is the Alliance's newest loan recipient.   Their $5,000 working capital loan is the second loan approved by the Alliance from the Venango County Revolving Loan Fund (VCRLF).   Lake Tool is applying for an additional $15,000 from USDA.
    Lake Tool began operations in 2007 and expanded this past year into an additional 880 square feet from its 3,000 square feet leased space.  They have purchased several machines recently and will be purchasing additional equipment to accommodate their rapidly growing business. 
    The VCRLF was established using Rural Development funding from USDA and matching funds contributed by the Venango Industrial Development Authority.  There remains some lending capacity within the fund.  Please call Deb Lutz at 677-3152 ext. 115 to receive an application and guidelines.
 

 
McClintock Trail Development Progresses  by Kim Harris, Project Manager 
 
    The Oil Region National Heritage Area is home to over 60 miles of excellent smooth paved asphalt trail for users to enjoy.  According to a study conducted in 2006, this recreational trail system generates an estimated $4 million annually for the Oil Region's economy.  
    To increase the usage of the region's trail system and to provide further access to the region's rich historic resource, the Alliance embarked last fall on construction of a "share the road" segment of trail to reduce a 7-mile gap in the middle of the trail system from Petroleum Centre south to Oil City.  In January, 2009, McClintock Trail Phase I was completed. This 1.8-mile section of trail that travels along Waitz Road in Cornplanter Township extends from Rynd Farm south to the historic McClintock Well #1; it's open now to bicyclists, walkers, and drivers along the west shore of Oil Creek.
   McClintock Trail Phase I's costs were well below the original estimated cost. Therefore, the Alliance requested permission from the PA Department of Conservation and Natural Resources (DCNR) to widen the project's scope of work to extend the recreational trail north on Old Bankson Road (Cornplanter Township Road) to the Coal Oil Johnny's House.  DCNR granted permission to proceed with the requested broader scope of work, which will include paving Old Bankson Road from Route 8 to the parking area at Coal Oil Johnny's House, as well as paving the parking areas at Coal Oil Johnny's House and McClintock Well #1.  Both parking areas will become trailheads for the McClintock Trail.  Construction drawings and bid documents have recently been received from the engineering firm and will now be reviewed by project partners and the DCNR.  The items in the widened scope of work will be placed out for bid once all approvals of the construction documents are received.
   To complete the next segment of the McClintock Trail (from McClintock Well #1 south to Oil City) the Alliance submitted a grant application to DCNR's Community Conservation Partners Program for this 2-mile segment of trail.
   The Alliance is delighted with the notification last month from DCNR that the grant application was approved.  Documents are currently being prepared, and, in the near future, the Alliance will issue a Request for Proposal for the professional services of engineering, design, and permitting the southern segment of McClintock Trail.
   The project is funded with the assistance from the Community Conservation Program administered by Bureau of Recreation and Conservation, PA Department of Conservation and Natural Resources via the Oil Region Alliance.  Additional funds were furnished by the National Park Service of the U.S..Department of Interior, the Dr. and Mrs. Arthur William Phillips Charitable Trust, and Federal Transportation Enhancement Funds.
   This is a cooperative project among the Oil Region Alliance, Cornplanter Township, DCNR (Oil Creek State Park), PA Historic and Museum Commission (Drake Well Museum), the City of Oil City, and Western New York & PA Railroad.

Alliance Announces Mr. Whiskers Fishing Derby Results

   The Mr. Whiskers Catfish & Carp Fishing Derby, a 36-hour-long, family-friendly event for anglers of all ages, was conducted by the Alliance June 26-28.  The 124 contestants (34 youth and 90 adults) brought in 51 flathead catfish, 10 channel catfish, and 15 carp.  When the event was held last June, there were 115 registered contestants who together caught 34 flatheads, 1 channel catfish, and 9 carp. 
   Brandon Hunsberger of Oil City won first place among the adult participants with a 29.5" channel catfish.  Steven R. Hayes from Breaksville, Ohio, caught a 29" flathead catfish for second place and Michael E. Schall of Kennerdell took third place with a 28.75" flathead.   
   Among the youth contestants (those under 17 years of age) 16-year-old Joel Laird of Cochranton took top honors with a 25.25" flathead catfish.  Four-year-old Dominic Daniel Schubert from Oil City took second place with a 24.75" flathead catfish.  Rebecca Seelinger, age 14, of Union City took third place with a 24.5" flathead catfish.  
   No youth contestants brought carp to be measured.  Brandon Martin of Corry won first place with a 32.125" carp.  Brandon Hunsberger of Oil City took second place with a 31.125" carp, while Oil City's Dale Black and his 30.75" carp took third place.       
   The PA Department of Conservation and Natural Resources, Bureau of Recreation and Conservation, awarded a grant to the Alliance which helped to fund this event.   
   Captain Dent of Oil City was the trophy sponsor for the event.  Additional sponsors included Allegheny Toyota/Scion, Communications Center, Inc., Fezell's Shop 'N Save, Hoss's Family Steak & Sea, Mulligan's Small Engine Service, Marlowe's Scenic River Campground, Ron's Truck Service, Spanky's Tobacco World, UPMC Northwest, and WAWN American Family Radio.  Additional door prizes were furnished courtesy of

Susan Tarr Exhibit
As the celebrations of Oil 150 reach their peak this month, we honor local teacher and photographer Susan Tarr of nearby Titusville.  Over the years she has consistently and successfully taken more photos of the local "oil region" than anyone else we know.  Somehow she still finds new angles to capture the buildings, people, and landscapes of our area and turns the work into large photos and small greeting cards which have been sold and/or sent to folks all over the world.  Thanks, Susan, for helping to keep us on the map!  Transit Fine Art Gallery 814-677-3707
