From The Chair.... |  Since 2004, the PSCOC has released annual and quarterly program performance measures at the end of each calendar year. Beginning with FY12, the PSCOC will release financial and operating measures by fiscal year. Our annual report will be distributed in July. In this newsletter, in addition to performance measures for FY12 quarter one, we've included data for the last two quarters of fiscal year 2011 as a means to transition to fiscal year reporting.

Powerful, User-Friendly Construction Information Management System (CIMS) for New Mexico Schools to be Launched in Early 2012 | |
WHAT IS A CIMS?
A software application that makes it easier to manage all the project, cost, and communications complexities within school construction.
A CIMS operates as a single location for real-time-access to project data for ALL the participants in the construction project: the district, the design professional, the contractor and the PSFA.
The new CIMS for New Mexico school construction is specifically designed to meet the needs of project owners like school districts, so it includes powerful new capabilities for tracking funds, and for standardizing and streamlining district construction management processes.
The vendor chosen for the new CIMS is e-Builder, a construction "software as service" provider with an outstanding reputation. The system is powerful, yet easy to use, and is specifically configured for school construction in New Mexico. (visit: www.e-builder.net)
SOME CAPABILITIES AND BENEFITS
Access to project data is available through the Internet to all the participants in the construction project: school districts, design professionals, contractors and PSFA.
This is the first CIMS system that can manage the multiple funding streams that public sector projects usually have. District business managers will have access to real-time data on project budgets.

District leaders will have an effective tool to demonstrate to their communities how bond proceeds have been invested.
Project lifecycles can be reduced through standardized, repeatable processes that can be measured, refined and improved over time.
Project contracts, records, designs, and communications can be archived and are easily retrievable for future use (e.g., help in planning future projects, reviewing past performance, responding to public information requests, and to defend against unwarranted claims.)
The new CIMS can manage and track construction-related information from project inception through design, construction, warranty and post-occupancy project phases.
USER TRAINING
The PSFA will provide comprehensive user training, beginning in February, 2012. PSFA will schedule training sessions across the state through May 2012.
PROJECT MIGRATION TO THE CIMS
District construction data for projects is currently being migrated to the new CIMS. Your district's PSFA Regional Manager may be in contact with you on this.

AN INVITATION - LIMITED SPACE
PSFA will host a live audience webinar to present the new CIMS to users on Friday, December 16, 2011 from 10:00 AM through 12:00 PM in the auditorium at the UNM Science and Technology Campus on Bradbury SE in Albuquerque. Jon Antevy, e-Builder's CEO, along with e-Builder and PSFA systems development staff will be available, and seating is limited. Please save the date and plan to join us. Registration information will go out next week.
