New Customs Clearance Process in New York/New Jersey
Effective January 9, 2012, the U.S. Customs and Border Protection (CBP) announced that export and import containers moving through the port of New York / New Jersey and selected for inspection, will be transported to one of four Central Examination Station (CES) locations. CBP's intent is to increase efficiency in their operation by requiring their inspectors to be at only four CES locations.
In the past, some inspections were performed at the port and thus incurred minimal or no trucking costs. Now that the new process requires the inspections to be performed at these CES locations, we anticipate an increase in costs to shipping customers in several areas, including, but not limited to:
- Trucking charges to/from the CES (estimated at between $500 and $800). Includes trucking and VACIS (X-Ray) inspection, but does not include the physical inspection if it fails the VACIS Exam or if selected randomly for a physical inspection.
- Charges levied by the steamship line for holding their container equipment for longer than the allotted free time (Demurrage).
- Charges levied by the trucking companies for chassis rental during the inspection period.
- The Exam Sites' data systems in NY/NJ are in transition at this time and not everything is currently in the data system. Therefore, they are relying on the ocean carrier systems to carry the releases and communications for pickup and release authorizations.
The full impact is not known at this time and the above costs are estimates. Further information will be communicated as soon as it is available.
