Vietnam Restrictions / Customs Changes

Please read the information provided below before sending any shipments to Vietnam.
1. Transportation Restriction in Hanoi - Ao Dai Festival Hanoi will celebrate its 1,000 years of history from October 1st, 2010 to October 10th, 2010, and, therefore, transport vehicles will have limited entry into the central area of town. According to the public transport agent, they reported that all goods of transport vehicles are not allowed to enter the central area from Sept. 28th to Oct. 10th, specifically on Oct. 1st and Oct. 10th -- no vehicles are allowed to enter the central area, including passenger vehicles. This will result in delays, as there will be no packing nor delivery to residences within the central area of Hanoi. Services can be performed in the surrounding areas, however, we presume that traffic will be very difficult in any area around Hanoi during this time. 2. New Rules on Arrival/Departure Card in Vietnam The Vietnam Immigration Department under the Ministry of Police has implemented a new rule effective, September 15th, 2010. The Arrival/Departure Card will no longer be required when entering/departing any International Airports in Vietnam. This applies to both foreigners and Vietnamese. As this is one of the document that was required for import customs clearance for Household effects shipment in the past and from now on, this document is no longer required, however customs want to see a copy of the immigration stamp in the shipper's passport when he/she entering Vietnam. 3. Toy Imports The Ministry of Trade in Vietnam has implemented new rules on importing toys into the country. According to the decision, from September 15, 2010, all toys importing into Vietnam have to stick with a special stamp issued by the Ministry of Trade. Although this applies to commercial shipments, however, as you all may aware, customs in Vietnam is not consistent, they do work differently from North to South and from terminal to terminal... We have witnessed customs in Haiphong (northern port of Vietnam) creating problems with a shipment having too many toys, recently. I strongly suggest you advise your clients they are to bring a reasonable quantity of toys into Vietnam. And, to bear in mind that this will put another additional one or two days on the already long customs clearance process.
