In July 2010 the DOL announced a new regulation to require full disclosure of retirement plan fees.  The rule requires certain service providers to give fiduciaries information to help them assess the reasonableness of their plan fees and detect any potential conflicts of interest affecting the quality of those services.  The original effective date was to apply to plans or service arrangements in existence on or after July 16, 2011.  According to a February 11, 2011 DOL news release the regulation has been postponed to January 1st 2012 to allow plan sponsors and providers an additional six months to comply.
