Summer is finally


here... I think! 

 

I sit here writing this issue after just completing another 5 Day Comprehensive Handgun course.  What a great 5 days.  I don't know if we have been lucky or the chemistry just works but these classes are always such a pleasure to teach.

 

As is true to the concept of the course curriculum, we had all levels of shooters and experience in this class.  Of course the beginning students realized the greatest improvement for their efforts but every person improved by class end.  Speaking of improvement, a special congratulations to Doug M. who improved his day 1 baseline score by 195 points on day 5.  This level of improvement is a new record for our program.  Diane B. improved by 194 points (just one point behind Doug) and she did it with a Glock 26...Not an easy feat considering how much 25 yd shooting we do in this class.  Great Job everyone!

 

As we begin the summer season, I am excited about our upcoming class schedule.  Again we are privileged to utilize the phenomenal facilities at Fernan Rod and Gun Club (FRGC) on June 25 to offer our NEW Advanced AR/Carbine Course.  This is the most advanced AR/Carbine course held anywhere in the Northwest.  If you are looking to test the limits of your equipment or yourself, don't miss this class. 

 

Speaking of FRGC, we are very lucky to have an outdoor range of this quality and amenities in our region.  They can always use our support and I would encourage everyone to be vigilent and prepared to support their efforts at every opportunity.

ADVANCED Carbine Scheduled for June 25th.

 

adv ar classI am so excited to offer our NEW Completely Re-Vamped ADVANCED CARBINE CLASS in June at the Fernan Rod and Gun Club outdoor range.  This class will blow you away with all the changes. 

 

If you want to learn how to manipulate the AR in the most advanced and proficient manner ...Don't miss this Class. 

 

This class will challenge students of all levels.   I have two primary goals for our students in this class.  First, to increase the shooter's abilities at Close Quarters target engagement, and second, to develop the shooters ability to shoot to the potential of his rifle.  Skills introduced in Basic Carbine will be reinforced and students will be introduced to advanced firearm manipulations and functions.  As always, no shooter will be asked to do things they are not capable of - you will be challenged - not broken!

Topics Included: For the CQ portion of the course, we will spend significant time in the ranges of 0-50 meters mastering speed and accuracy while using available cover and movement as is required in Urban Combat situations. This portion will be fast moving and the constantly changing drills and environment will challenge the shooter's mental and physical abilities.

 

The Rifleman portion of the course will be spent examining and testing the shooter's abilities at 100-400 yards. This is a chance to find out what the maximum capabilities of you and your equipment are. Shooters will be able to shoot from a variety of positions and from a rest to find their own abilities.

Meet Chris.. Chris

 

Christopher Ford (Chris) is the newest addition to our team.  Next time you are in, please take the time to introduce yourself to him.  We are very lucky to have him as part of the CTS family.

An Inland Empire native, Chris and family hail originally from Libby, Montana.  He and family joined the military in 1986 and spent most of his career overseas in Europe and other places hot and dusty.  After a 23 year career of world travel as an Air Force Police Officer and Combat Arms trainer, family Ford chose to return to the picturesque Coeur d' Alene area to retire and raise their family. 

Chris brings a world perspective and many talents and skills to CTS.  He loves working with all people, those young and those young at heart!  He is not only a great instructor he is an avid student and is always willing to learn.

There is so much misinformation about purchasing a silencer that I thought I would try to set the record straight.  This guide is a tool to help you on the way to purchasing a legal silencer in Idaho.

 

Silencers have never been illegal under federal law; they have only been regulated and taxed. This means that if your state doesn't prohibit ownership of silencers, you can probably buy one. Here are some things you also need to know for Idaho.

1. Must be 21 years old when purchasing from a dealer

2. Typically, if you can buy a handgun, you can buy a silencer

3. Must not have been convicted of a felony or pleaded guilty to domestic violence charge(s)

4. Must be a United States Citizen

 

You have picked a silencer, now what? We will be able to help you withl all the paperwork. If you want to do more of the work by yourself read on.

 

The Basic steps to obtain a silencer are listed below:

1. Fill out and complete the required paperwork IN DUPLICATE

2. Obtain Law Enforcement signature on the forms, be fingerprinted, and paste or tape two photographs of yourself onto the forms

3. Pay the $200 Transfer Tax to BATFE

4. Wait for your paperwork to clear

5. Fill out an ATF Form 4473

6. Take your silencer home

 

The first three steps have been covered so far and we will now go over the paperwork part of the process.

Here is exactly what you will need:

1. Two (2) ATF FORM 4's (ATF FORM 5320.4)

2. Two (2) ATF FORM 5330.20's Certification of Compliance with 18 U.S.C. 922(g)(5)(B) called "Citizen Certification" Forms

3. Two (2) FBI Fingerprint Cards (FBI-258LE)

 

ATF FORM 4 (ATF FORM 5320.4)

FRONT OF ATF FORM 4

1. Type of Transfer: Put a checkmark or X in the box next to $200 as this is the price for the transfer tax on a silencer. 2a. Transferee's Name and Address: This is your full name and address. If you put a P. O. Box here, they will kick the form back and make you put a physical address in there. Use only physical address. 2b. County: This is the county you live in NOT THE COUNTRY YOU LIVE IN. 3a. Transferor's Name and Address: This is CTS. 3b. This is our CTS telephone number.3c. Leave it blank 3d. Leave it blank 4a. This is where you put the Manufacturer of the silencer and the address of the manufacturer. If you are unsure of what to use, leave it blank 4b. Type of Firearm: SILENCER (that is all you need to put) 4c. Caliber: Put your silencers caliber in here 4d. Model: Put the Manufacturers model name here (not all silencers have a model and in that case, this can just be left blank or write NA in there. 4e. Of Barrel: This is seldom used with muzzle or screw on silencers and is more often used on integral setups, but mostly it is left blank 4f. Overall: This is the overall length of the tube of the silencer. 4g. Serial Number: This is the big deal...Make SURE it's legible and fits exactly what is shown on the silencer itself. Don't leave out zeros in front of number ie... if the serial number is "TX 0052" and you put in TX 52, ATF will kick it back. When and if you chose to call to check on your transfer, read this entire number to them or they will not know anything about your transfer. Say the serial number is TX ZERO ZERO FIVE TWO, not TX FIFTY TWO. 4h. Leave blank 5. Leave blank 6a. Leave blank 6b. Leave blank 7. This is the Center Target Sports federal firearms license number. 8a. EIN: This is the Center Target Sports, Employment Identification Number 8b. Class: This is The CTS Special Occupational Tax (SOT) class status. 9. Circle I DO. This allows you to call and ask ATF where you are in the transfer process if you get anxious. (304-616-4500) 10. DON'T SIGN HERE. WE must sign here. 11. WE Fill This Out 12. WE Fill This Out

 

BACK OF ATF FORM 4

Answer the questions in block 13 and 14 with an X or a check.  Write you name in the blank where it says Name of Transferee. In the next two blanks you can put in "Firearms Collection" on one of the spaces. Sign where it says Signature of Transferee and date the form. Photograph Section: Take a digital picture of yourself.  Make sure the picture shows your upper body from about four inches below your neck to over the top of your head and hair. Remove headgear. You can generally put the picture into your computer and use the print wizard in Windows to print out wallet size pictures of you. Cut them with scissors so they fit in the area provided and glue or tape them onto the form. Any picture used cannot be more than one year old. Corporate and Trust transfers skip this step.

 

Law Enforcement Certification: Get the Sheriff who is the CLEO (chief law enforcement officer)  to sign the form.  By signing it, they are saying that they have jurisdiction over you and they have no information that having the silencer would place you in violation of the local and state laws. There are other people in the law enforcement community that may sign for you. Generally, a Police Chief, Sheriff (NOT A DEPUTY), Prosecuting attorney, State Attorney General, or anyone else ATF may approve.

 

The first blank in the Law Enforcement Certification section is for your full name. The next line is for the CLEO's signature and title. You can date the form or the CLEO can. You can fill out the remainder of the information or the CLEO can. This must be done TWICE. ATF likes everything in sets of two.

 

ATF FORM 5330.20's Certification of Compliance with 18 U.S.C 922(g)(5)(B) This form is also commonly referred to as the Citizenship Certification Form. In section 1: You put your Name.

In section 2: You put your name.  3: Write "USA" Sign and date the bottom of the form This ALSO must be filled out TWICE!

 

FBI Fingerprint Cards (FBI-258LE)

You absolutely, positively MUST use the correct fingerprint forms to avoid delay in your transfer. Don't try to use whatever you local jail has handy. Even if you have been fingerprinted before, you still have to do this. You have to do this for EVERY single silencer you obtain.

 

Filling out the Fingerprint cards:

1. Start above the ORI section (where it says Martinsburg, WV) and put your LAST FIRST and WHOLE MIDDLE name in there. Fill out Sex, race, etc...

2. Fill out your citizenship as USA and put your Social Security Number in the blank below Armed Forces No. Leave the other numbers blank.

3. Under APPLICANT you sign the first blank and write your physical address in the blank below.

Next Section Below: Is for THE PERSON TAKING YOUR FINGERPRINTS TO FILL OUT, NOT YOU!!! The person taking the prints writes the date, signs and puts HIS OR HER employer and address in this blank. You don't put your own employer and address in, as this will get the card kicked back.

In Reason Fingerprinted...write NFA PURCHASE

 

Do two fingerprint cards that are identical, remember ATF likes everything you send them in twos. You let the fingerprint taker do his or her job and make sure you obtain clear prints or they won't accept the card. If they are blotched, get another card done. Some places charge for this service.

Now that your paperwork is completed you need to write a check to Bureau of Alcohol, Tobacco, Firearms, and Explosives or simply BATFE.

 

Sending your paperwork in: Double check your paperwork! It's time to mail it so bring it back to Center Target Sports, we will mail it. DON'T SEND IT TO ATF YOURSELF. You have to make sure all the data is there and WE must physically sign the Form 4's. We will look over the forms for you, sign them, and submit them to ATF. Of course if you choose, you can mail them out to ATF after we sign them. Send them to the address on the Form 4 just above box number 1.

 

WE will contact you when your paperwork is cleared and only then can you go pick up usual form when you buy a gun over the counter) when you pick up your silencer. The 4473 is required but not the NICS check for NFA transfers.

A Method To The Madness                                   

 

Well maybe not madness but trying to get better at shooting a firearm can be maddening.   After all, everyone you talk to is an expert.  Advice is never far away.  But what value is the advice as it pertains to your particular shooting challenges.  Like troubleshooting a faulty piece of machinery, getting back to basics and the overall process of the operation is often the best starting place.

 

You must first determine what type of shooting you're trying to improve upon.  Is it bullseye?  Is it 3 gun competition?  How about defensive shooting under duress?  Whatever your shooting interest or challenge, directed practice that is organized and accomplished with a measurable purpose is the solution.  Before you can establish an appropriate training regimen however, you must identify the weaknesses.  Once the weaknesses are identified you must set in motion a plan that is well defined.

 

I just finished teaching another 5 Day Comprehensive Handgun Course at the range and this article came to me as I watched the students working through their drills.  A defined training program has proven to be very effective in improving one's shooting.  One of our students this week improved his day one baseline score by 195 points and another improved hers by 194 points.

 

As you develop your defined training program try to follow some basic principles as listed below.  Right from the start don't try to shoot beyond your ability.   I often see students placing targets too far away to get an immediate recognition of their performance.  Without an immediate recognition of your efforts, your subconscious mind can't recognize the good behavior to then repeat it and likewise it can't recognize bad behavior to prohibit a repeat.  The main thing is to keep your goals measurable and attainable.

 

Figure out what you're doing wrong and correct it. Don't keep making the same mistake until you frustrate yourself and start making more. Pay close attention to the target.  The targets can be a great tell-all.  Never look at a target and not understand why the bullets are hitting where they are.  Your ultimate goal should be to know where your shot went without looking at the target, but this takes time.   As Matt Seibert says, "You have to recognize what a 'good' shot feels like so that you can repeat the process".

 

Stick to proven drills. Shooting at a hole in paper will only get you so far.  Definable practice drills are not only beneficial to your shooting but also provide you with quantifiable feedback and allow you to track your progress.  Take a class if you haven't already. A basic handgun course never hurt anybody. It's not about what you do or don't know, it's about having someone give you a proven method rather than collecting information from the guys at the range. It also gives you the opportunity to have someone knowledgeable watch you shoot and provide you with feedback.

 

So how do you develop a definable plan.  Start by keeping records of your shooting drills and their outcome.  Records such as these benefit your shooting by giving you structure and goals, allowing you to develop programs to regulate and improve the efficiency of your practice and simplify the tracking of rounds, and progress over time.

 

Before practice you should take note of which drills you plan to perform based on the specific goal for that training session.   You will find that this process allows your range session to go more smoothly and will provide a measurable result.  By evaluating your results and tweaking your drills you will see improvement much faster that you could have imagined.
