Welcome back to the Target Zone:
Wow!! Where do I begin? What an exhausting, exciting past few weeks we've had and it all came together March 30th. Yes, this is a date Peggy and I will not soon forget.
First, I am so excited to announce that the National Association of Shooting Ranges has awarded Center Target Sports a 5-Star rating. This is an unbelievable honor. Established in 2000, NASR has only awarded 14 other ranges in the entire country this 5-Star rating and we are the first in the Northwest. How cool is that?
Peggy and I are so humbled to have accomplished this dream. Without question, it would not have been possible without the efforts of so many people. Under the outstanding leadership of our manager Stephanie, Jack, Cam, Dan, Ken, Chuck, John, Joe and Tom, our employees, have all worked very hard to make this happen. We are truly blessed to have the team of employees we have at CTS. Read more about the 5-Star award below.
As if this wasn't enough, we also closed on the purchase of the building and property on the 30th. We have been leasing the building that was especially built for us a little over 5 years ago. Thank you to our friends at Community 1st Bank for helping us put this deal together. A very special thank you to Asst. Vice President Cindy Jordan who managed the entire process (which is no easy task given the mountain of SBA paperwork). How's this for a commitment to customers and customer service? At our closing, the President of the bank was there to support us and share the event with us. Would that happen with your bank?That is special service and what we have come to expect from Community 1st bank which has its World Headquarters here in Post Falls.
On another note, I need to give a huge thank you to one of my students. Mike Arhutick, is the guy behind the camera and the guy who has spent many hours editing the video into some truly awesome footage that we have been using in so many ways. Many of you have commented about the video loop that plays above the class flyers as you enter the retail area. This loop seems to be working well as there seems to always be a group of people watching it. All of this is the result of Mike's efforts. This video project is ongoing, so look for more innovative video presentations in the future and thank you Mike.
Finally, I would be remiss if I did not again give a very very special thank you and express our gratitude to all of you. None of this and I truly mean None of this would be possible without all of you. Your patronage, support and efforts have made our success possible. We are very humbled. We are not perfect...But I promise you we will always continue to improve our facility, programs, services and training. What else can I say? Thank You, Thank You!!

Gun Rights Restoration Bill Passes in Idaho Legislature
On Monday, March 29, House Bill 631 unanimously passed by the Senate. The bill will now head to Governor Butch Otter's (R) desk for his consideration. HB 631 is designed to update Idaho State law to meet the requirements set forth in the Federal NICS Improvement Amendments Act of 2007 (NIAA).
People who have been placed under certain types of mental health-related orders are banned by Federal law from possessing firearms. The NIAA established clear standards for states to use in crafting laws to give persons subject to these prohibitions a means of relief. This legislation, under the guidelines established by the NIAA, would allow a court to grant relief from the federal prohibition upon a finding that the petitioner will not be likely to act in a manner dangerous to public safety and that the granting of the relief would not be contrary to the public interest.
Please thank State Representative Raul Labrador (R-14) for his hard work and vocal support for this bill. HB 631 would not have succeeded without the support of State Representative Judy Boyle (R-9), State Representative Mike Moyle (R-14), State Senator Curt McKenzie (R-12), and State Senator Russell Fulcher (R-21).

Seldom Offered Classes on the Schedule
Most of our classes are offered many times throughout the year. However, a few are only scheduled once or twice. In the upcoming weeks we have scheduled, Terminal Ballistics on April 10th, and Advanced Carbine on June 27th.
Advanced Carbine is the class we teach at Fernan Rod & Gun Club. This is a very popular class with a mix of CQB and long range shooting. You will shoot steel out to 400 yrds.

FREE Clinics Every Month
A quick reminder here. Our FREE monthly clinic program continues. Every month we offer a FREE clinic to help you better understand various aspects of the shooting sports and personal defense.
Our next FREE clinic will be the Bullseye / Precision shooting clinic scheduled for April 24th at 4pm. Jack, our bullseye expert extraordinaire will host this event. The emphasis of this program will be all the elements and processes necessary to shoot accurately. Whether you are a bullseye shooter or someone that wants to improve your overall shooting skills, this free clinic is not to be missed. There will be no shooting in this clinic.
What is Bullseye Pistol?
"Bullseye" pistol shooting (also known as "Conventional Pistol" or "National Match" shooting) is classic "Off Hand" (one hand only) pistol shooting at circular "Bullseye" targets. These targets have scoring rings to measure the value of the hit. This is the same match format used at the National Matches held each year at Camp Perry, Ohio.
A Bullseye match is composed of three sub-event firing stages; Slow Fire, Timed Fire and Rapid Fire. These are the building blocks of a Bullseye match.
This clinic will cover match structure, the course of fire, range protocol, shooting techniques and target analysis. We welcome new or curious shooters to come to the clinic and learn more about this discipline. We ask that you please make an effort to sign up ahead of time so that we may better facilitate the requirements of each event.
The May FREE clinic wil be "Concealed Carry Methods and Considerations". The date for this clinic is May 12th at 5:30pm. Ed will be discussing all methods of concealed carry...pros and cons. Sign up today.

Member Lane Reservations
A number of you have taken advantage of our new member lane reservation program. In case you missed the announcement last month, I want to again explain the purpose and program guidelines. We recognize that due to the tremendous popularity of our training programs we sometimes have the tactical bay tied up limiting access to all 15 lanes. Rest assured we are working to limit these bottlenecks through creative class scheduling.
In an effort to guarantee our members access to a shooting lane, we are dedicating two lanes in the fixed bay to member only reservations. This is how it works. These lanes are open to any walk in shooter if no reservations exist when the walk in shooter is requesting access. If a member wishes to reserve a lane for a specific hour and no one else has reserved one of the two member lanes for that time, they will be given the reservation. Any walk in shooter prior to the reserved time will be allowed to shoot on the open lane with the understanding that they may be asked to vacate the lane at the time of the arrival of the member with a reservation.
Members are allowed a 5 minute grace period for late arrival. Reservations will be forfeited after that time. Members who no-show for 3 reservations within a one year period will forfeit their right to make reservations. All reservations must be made by contacting a staff member in person or by phone. We will not take phone messages or emails for reservations. Please have your member number ready. Reservations can only be made 48 hours in advance.
We hope this will allow all our members to have access to shooting lanes and provide an additional benefit of membership.

Introducing The Rail Vise
One of the best finds at the SHOT show was the Rail Vise. We are excited to finally have them in stock. If you own an AR rifle you won't want to miss this innovative vise design.
The Rail Vise was developed to solve a very specific problem. All other gun cleaning and maintenance stands or cradles are designed to hold traditional rifles. Rifles with a wooden stock firmly attached to the action and barrel. These traditional cradles clamp or hold the buttstock and the barrel or foregrip.
The AR-15 rifle is quite different in that the Upper and Lower Receivers must be separated to perform any cleaning. With the rifle disassembled in this fashion, both the Upper and Lower Receiver are a bit unwieldy and not readily grasped for cleaning.
With the creation of the Rail Vise, it is now possible to hold the AR-15 rifle in a secure, "rock solid" position resulting in total access to those areas of the rifle that require detailed cleaning. This allows the rifle to be cleaned and lubricated more thoroughly which should result in longer firearm life and tighter groups at the range or in the field.
We offer the vise with or without the base. Come in and see for yourself and decide if you need the base or want to mount the Rail Vise to your existing work bench. |

CONDITION YELLOW!
I trust many of you are now going through your day in condition yellow. See, it is not as difficult as I bet you thought it would be. In fact, it is pretty easy and I promise you, you are now much safer than you were living in condition white just one month ago.
Please be aware that there are no perfect protection strategies. There is no way to predict all possible situations. My goal here is to provide some insight that allows you to take an active role in limiting your risk. It goes without saying that you should limit your use of alcohol and drugs because you are more vulnerable to attack if you are intoxicated. At parties or in a public place never leave your food or drink unattended. I'm often told individuals are embarrassed to ask security staff at work or when shopping to walk them to their car...don't be. When I was a young man, picking up a hitchhiker was common place. Today, it just isn't safe. Do not pick up hitchhikers or stop to help a stranger in a stalled vehicle. Use a phone in a safe location to call for help, or use your cell phone from your vehicle (in a safe manner) to let the police know someone needs help.
In 2008 Kootenai County reported 698 burglaries. We are not helpless here. Trim your shrubs back to avoid giving burglars cover. Trim tree branches so that there's no access to upper windows and so lower branches don't offer hiding places. Keep garages and sheds closed and locked at all times. When advertising valuable items for sale, give only your phone number, not your street address. Do not leave doors unlocked while working in the yard. A burglar can gain easy access to your home and be in and out in just a couple of minutes. Surprising a burglar upon reentering could result in violence. If you have an alarm system, keep it armed while you are in the yard.
Many older adults across the country are becoming more concerned about crime. Burglary, fraud, muggings, and purse snatchings are high on their lists. But, as an older adult, you don't have to feel helpless. You don't necessarily need physical strength, agility, speed or expensive security devices to be safe. As I stated last month, you do need to be alert, cautious and self-confident.
Many homes of the elderly exhibit the same security issues. If you are an older adult or have an older adult you are concerned about make sure doors are always locked and encourage the use of deadbolts. A reliable neighbor or family member should have a spare key. Don't attach ID tags to key chains and make sure windows are secured. At dusk, always draw the curtains or blinds. Windows should also be closed and locked at night. Circulation is best achieved with a fan.
Install a peephole at a height appropriate to the user. Never open the door to strangers or let them know you are home alone. Remember, chain locks can be forced open. Ask service people for an ID before you open the door and don't hesitate to call their company to confirm their presence.
Hopefully this column has sparked desire in you to look at your personal security. I will never be able to list everything you should consider. My hope is that you will be proactive and develop a safety plan that suits you and your family. Next month I will discuss safety issues specific to our children.
