Key step in national initiative toward adoption of electronic health records(EHRs)

The Certification Commission for Health Information Technology (CCHIT), Chicago, Ill. and the Drummond Group Inc. (DGI), Austin, Texas, were named by the Office of the National Coordinator for Health Information Technology (ONC) as the first technology review bodies that have been authorized to test and certify electronic health record (EHR) systems for compliance with the standards and certification criteria that were issued by the U.S. Department of Health and Human Services earlier this year.

Announcement of these ONC-Authorized Testing and Certification Bodies (ONC-ATCBs) means that EHR vendors can now begin to have their products certified as meeting criteria to support meaningful use, a key step in the national initiative to encourage adoption and effective use of EHRs by America's health care providers.

Applications for additional ONC-ATCBs are also under review.

Certification of EHRs is part of a broad initiative undertaken by Congress and President Obama under the Health Information Technology for Economic and Clinical Health (HITECH) Act, which was part of the American Recovery and Reinvestment Act (ARRA) of 2009.  HITECH created new incentive payment programs to help health providers as they transition from paper-based medical records to EHRs.  Incentive payments totaling as much as $27 billion may be made under the program.  Individual physicians and other eligible professionals can receive up to $44,000 through Medicare and almost $64,000 through Medicaid.  Hospitals can receive millions.

Payment Adjustment for Newly Incentive
Eligible Professionals for the 2008 PQRI
 
The Centers for Medicare & Medicaid Services (CMS) is pleased to announce information on payment adjustments for newly incentive eligible professionals for the 2008 Physician Quality Reporting Initiative (PQRI) program is posted on the Spotlight page of the PQRI webpage at http://www.cms.gov/PQRI on the CMS website.   
Upcoming incentive payment distributions-payment adjustment for newly incentive eligible professionals for the 2008 PQRI after incorporation of the allowed charges requirement:
 
  •  Distribution of this additional 2008 incentive, for those newly incentive eligible, begins August 25, 2010 and ends September 17, 2010 (late August through mid September).
  • There is a total of 889 TIN/NPIs who were not incentive eligible in the 2008 PQRI program but who are newly incentive eligible after incorporation of the allowed charges requirement.

Tip Sheets for Eligible Professionals will provide descriptions on which types of individual practitioners can participate in the EHR incentive programs. It provides user friendly information about incentive payment amounts and describes how they are calculated for fee for service and Medicare advantage providers. It also describes payment adjustments beginning in 2015 for EPs who are not meaningful users of certified EHR technology. Also learn what opportunities are available to Medicare Eligible Professionals to receive incentive payments for participating in more than one Medicare initiatives (i.e. Medicare EHR Incentive Program, PQRI and E-Prescribing. You will find information on eligibility, timeframes, and maximum payments for each program.

2010-11 Influenza Season Key Points

Breast Cancer Screening Key Issues
 
One of the Healthy People 2010 Targets is to increase to 70 percent the proportion of women aged 40 and older who have had a mammogram within the past 2 years. This target was met in 2003, but the rate dropped to 67 percent, below the target, in 2005.

While millions of women have had at least one screening mammogram, many women still have not. Also, even among those women who have had a recent screening mammogram, many do not have them on a regular basis. For women to benefit from mammography, regular screening is needed.

Cost and knowledge barriers, including lack of insurance and lack of provider recommendations for regular mammograms, need to be removed.

Florida: Building a Strong Referral Network
 

The Florida Breast and Cervical Cancer Early Detection Program (FBCCEDP), Believe in Miracles, covers 11 rural counties in northeast Florida. The local program has developed an extensive network of providers that coordinates services through 10 county health departments, 8 federally funded health centers, 2 hospitals, and 10 mammography sites.

Believe in Miracles also has developed mutually beneficial relationships with partners such as the American Cancer Society (ACS) and the University of Florida. They also started a Cancer Connections information group that meets monthly to share information and resources and collaborate on grant projects. The group includes medical providers, social workers, and university staff, as well as ACS staff. Believe in Miracles staff members also serve on the advisory board for a University of Florida project funded by Susan G. Komen for the Cure. Additionally, the program has partnered with hospitals and has sponsored automatic charity eligibility for clients if their Medicaid treatment funds are not approved, opening another avenue for continuity of services. The relationships that Believe in Miracles' staff have developed within the health care community have facilitated-through the provision of such services as transportation, prompt registration into other need-based programs, and quick referrals-screening services that NBCCEDP supports.

The Florida Breast and Cervical Cancer Early Detection Program, Believe in Miracles, provides free cancer screenings to 11 rural counties in the northern part of the state. Contact the American Cancer Society at 1-800-227-2345 to find out more about free screenings in this area.

Medicare Expands Prevention Coverage
with Tobacco Cessation Counseling
 
On August 27, MedPage Today reported on the Centers for Medicare & Medicaid Services (CMS) announcement that Medicare will cover quit-smoking services for all smokers, not just those with smoking-related diseases. The services include counseling by a physician and prescription drugs. In a new post on Healthcare.gov, Donald Berwick, M.D., administrator of CMS, writes that the Centers for Disease Control and Prevention (CDC) estimates that smoking kills an estimated 443,000 Americans each year. For the estimated 5.5 million Medicare beneficiaries who are smokers and may be looking to quit, the new benefit lowers a potential barrier to treatment.
