Technical Diagnostics Services (TDS), an industry leader for electrical testing, commissioning services, and equipment rentals, is pleased to announce the promotion of Frank J. Finnie from Site Project Manager to Director of Commissioning & Testing Services. In his new role, Mr. Finnie will be responsible for corporate management of all field and site startup & commissioning operations as well as development and provision of future TDS services to all sectors of the Power Generation Industry. Most notably, Mr. Finnie expands the TDS scope of expertise in areas of coal-fired, oil and natural gas power generation, WFGD, AQCS and power plant construction, startup & commissioning and facility operations.
Mr. Finnie has served in numerous key project management positions in the power industry and has been part of multiple award winning teams including:

His recent activities have included project management, commissioning and site management, due diligence, Owner's Engineer, project advisement, case studies, feasibility studies, safety assessments, startup testing services, safety and training, procedures development and operational performance improvement assignments.
Mr. Finnie's areas of expertise include new construction, startup & commissioning of combined cycle, simple cycle gas turbine projects, sub-critical and supercritical coal fired generation, environmental retrofits (WFGD & SCR), plant repowering, fast-track project execution, EPC, and design-build projects.
Mr. Finnie has performed services for Salt River Project, Xcel Energy, Hovensa, NV Energy, Black & Veatch, Dayton Power and Light, PacifiCorp, NAES, TVA, Cogentrix, Zachry, Aker Kvaerner and many others.
