At their January 14 meeting, Governing Board members elected Medina County Commissioner Stephen Hambley president for calendar year 2011. The Board also approved the election of local officials representing all five of NOACA's member counties to serve in other positions:
First Vice President - Edward FitzGerald, Cuyahoga County Executive
Second Vice President - Frank Jackson, Mayor of Cleveland
Secretary - Mary Samide, Geauga County Commissioner
Assistant Secretary - Robert Downey, Cleveland Heights City Manager

NOACA Issues Requests for Proposals | |
NOACA seeks proposals from qualified consultants to conduct a study of sanitary sewer facility planning areas in Lorain County, to determine the most effective way to provide wastewater treatment to the people and businesses in this area. The closing date for proposals is Tuesday, February 15.
NOACA also seeks proposals from online file and database management vendors, to manage and track in-house data relating to the long-range transportation plan and Transportation Improvement Program. NOACA will accept proposals for this work through Friday, February 25.

NOACA Board Selects Transportation Enhancement Projects | |

Detroit Avenue streetscaping project
| Thanks to NOACA, 17 bicycle, pedestrian, streetscape and transit facility beautification projects, totaling $9 million, will be implemented with the help of federal transportation enhancement (TE) funding. TE funding is sub-allocated to NOACA by the Ohio Department of Transportation. To be eligible, a project must relate to surface transportation and fit into one of 13 enhancement categories, such as bicycle/pedestrian facilities, historic preservation, streetscaping, acquisition of historic sites, and archeological research. Sponsors of the selected projects must award a contract to construct the project before June 2014. NOACA expects the next enhancement project selection round to occur in state fiscal year 2013. |

Review Transportation Projects Proposed for Northeast Ohio | |
NOACA has posted nine transportation improvement projects on the agency website for review and comment. Five projects are in Cuyahoga County, three are for the Greater Cleveland RTA, and one is for Medina County Public Transit. Each project page includes a project description, background, current conditions and comments by NOACA staff. Comments can be made by interested persons through Thursday, March 10. If the Governing Board approves these projects, they will be added to the region's long-range plan and/or Transportation Improvement Program.

Each publication focuses on one of NOACA's member counties, and identifies road, bridge and transit projects funded in the county, upcoming improvement projects, completed studies, outreach events, and other planning efforts.

Apply for Local ODOT Program Projects | |
The Ohio Department of Transportation (ODOT) is accepting funding request applications for their Small City and Municipal Bridge programs. Eligible applicants are local governments outside the boundaries of Metropolitan Planning Organizations (MPOs), unless the local is within a small MPO (population less than 200,000) that has joined the statewide program. These federal-aid programs provide a share of up to 80 percent of eligible construction costs. A 20 percent cash match is required by the local agency sponsor for these programs.

The Northeast Ohio Areawide Coordinating Agency (NOACA) is a regional organization of local officials responsible for carrying out transportation and environmental planning under the local direction and in accordance with state and federal mandates. The NOACA area encompasses the Cleveland/Lorain-Elyria metropolitan region, which includes Cuyahoga, Geauga, Lake, Lorain and Medina counties. |
