Boy Looking Up

Greetings!

There is so much to learn about systems-change -- especially with youth and family members and agencies working side-by-side. And always more to learn about accomplishing these efforts better, more effectively, efficiently and economically.

The ENGAGE communications tools are but one set of aids to set some of that learning and awareness in motion and to nourish what is already moving.

Thank you for subscribing to ENGAGE.

Learning and Collaborating

The Commissioners of the Children's Plan child-serving state agencies along with members of their senior staff and family & youth partners including senior members of the State Education Department (SED) have opened conversations to better identify cross-systems ways to advance the Board of Regents Eight Point Education Reform Agenda ...and more!

The Regents Reform Agenda imparts a strong message, has momentum, and enjoys the support of many. It presumes the need for SED to partner on various fronts - such as finding innovative ways to engage sTeamworktudents and family members while building engaging and sustainable pathways to effectiveness and success.

An emerging vision of what it will take to build student readiness likewise carries a multi-pronged challenge. Elements include finding new and better avenues to parental engagement; moving away from Persistently Dangerous and towards Safe Climates; and continuing to educate the 'whole' child while looking at needed changes.

The commitment to collaborate on such ambitious plans to enrich New York's educational landscape while striving to improve the social and emotional wellness of our children and their families per The Children's Plan is not made lightly. Joint efforts to strengthen and expand the work of the Promise Zones; bolster school attendance through truancy and tardiness reduction; promote safer learning/living environments; and ensure students' college and career readiness, are marked by a collaborative spirit.

We congratulate Dr. John B. King, Jr. on his recent election by the Board of Regents as New York State Education Commissioner and President of the University of the State of New York, and look forward to engendering new ways of leadership, support, and reform with and for New York's children and families. NYS OCFS Issues Guidance on COPS Program Set-Aside Funding

Fiscal Year 2011-12

The Office of Children and Family Services has just issued a new Local Commissioners Memorandum (LCM).

11-OCFS-LCM-08:Community Optional Preventive Services (COPS) Program $1,000,000 Set-Aside Funding Instructions
(FFY 2010-11/SFY 2011-12 )

The purpose of this Local Commissioner's Memorandum (LCM) is to advise local departments of social services (LDSS) of the availability of a $1,000,000 funding set-aside within the State Fiscal Year (SFY) 2011-12 appropriation of $12,124,750 for community optional preventive services (COPS) programs. This amount is separated from the remainder of the COPS funding amount of $11,124,750 due to the differences in requirements for this funding, and LCM 11-OCFS-LCM-07 addresses that COPS funding. This LCM provides instructions to the LDSSs on how to apply for this separate funding, and provides reporting and claiming instructions.
