September 2009

Greetings to Civic Consulting Alliance partners, clients, and friends

We've closed the books on FY 2009, another successful year for the CCA community. Together, we provided $15.4 million in pro bono services to the public sector. Over the year, 230 different foundations, firms, corporations, and organizations worked with us on dozens of projects across Chicago and the region.

These are impressive - and unprecedented - numbers. As remarkable as the numbers may be, however, they are only inputs to what really matters: making Chicago one of the world's most competitive cities. Below are some examples of the work CCA and our partners are leading in each of our areas of focus. More examples are contained in our FY 2009 Scorecard.

Working together, we are indeed helping to make Chicago a great, global city. Thank you to everyone who makes this possible,

Quality of Life and Public Services
QualityGoal:  To position Chicago as a top livable city in the world, by promoting efficient public services that support a vibrant quality of life.

Working with four different firms, we helped the State Taxpayer Action Board identify as much as $4.5 billion in annual savings for Illinois, achievable within just a few years.  At the City level, 22 civic leaders, four partners, and a year-long effort produced the 21st Century Commission report: 100 improvements, many immediately implemented, including better minority- and women-owned business certification and departmental restructuring.

The most ambitious public-private partnership to emerge from the President's stimulus program, the Recovery Partnership brings together the City, Sister Agencies, and 50 foundations. The Partnership has helped submit hundreds of millions in competitive grant proposals, halve the City's contracting time, and connect thousands of families to federal grants.

Another effort with the Chicago Police Department has helped run police stations more efficiently, enabling them to reassign 150 officers from desk duty to active operational roles.

 Transit & Environment
TransitGoal:  To establish Chicago as the nation's #1 "green" city and CTA as the most innovative, fastest growing U.S. system.

Customers riding CTA have simple expectations:  Leave on time and arrive on time.  Thanks to work by CCA partners and staff, bus bunching has now been cut in half, and delays have dropped significantly across the system, saving more than half a million hours of customer waiting time per month.

This year, CCA agreed to help implement the Chicago Climate Action Plan, which also relies on improving transportation options.  CCA and partners helped the City identify millions of dollars in funding and hundreds of new climate initiatives, as well as a more efficient process to maintain 500,000 parkway trees.

Outsiders are noticing Chicago's work.  The CTA won the Most Improved Metro Award at an international competition.  CTA ridership outpaced almost all other systems.  SustainLane ranks Chicago as the 4th greenest city, 1st in innovation, and the only large city in the top 10 of all major green rankings.

Education
Education
Goal:  To ensure that every student who graduates from CPS is ready for college and a career.

When Ron Huberman took over as CEO of the Chicago Public Schools, he was met with extraordinary support from Chicago's private sector.  Between March and June, four firms provided more than $7 million in pro bono support to Ron and CPS.  Their combined efforts, along with those of the CCA staff, helped launch a new performance management system, reduce the central office operating budget by $100 million, develop a plan to improve student safety, and implement initiatives to improve principal and teacher quality.

In addition to new initiatives with the CEO, CCA and our partners continue to work closely with CPS and our partners to revamp career education.  Four new model career academies have been approved by the Board of Education, and will launch in the 2009 and 2010 school years.  In parallel, a new strategy is being executed with the District to help CPS engage businesses with principals, teachers and students to make career education throughout the district more relevant and effective.

Workforce Development
WorkforceDevelopment
Goal:  To revamp education and workforce systems to meet the needs of Chicago employers, residents, and communities.

More than $300 million in funding flows to Chicago every year for workforce development.  To align Chicago's extensive workforce development system with the needs of businesses and residents, CCA and partners helped launch the Chicago Workforce Investment Council (CWIC).

Building on the work of its predecessor, Chicago LEADS, CWIC aims to eliminate the nursing shortage by adding 630 new seats for prospective nursing students; place 500 workers in hospitality jobs; open four new career academies; and launch CWICstats, housed at University of Chicago's Chapin Hall to track and improve the returns on our investments in workforce.
