President's Message

As the first HBA president from El Salvador, I am bound to tell
you that today, August 6, is officially "Salvadoran-American Day," by act of
Congress. August 6 is the patronal
feast of El Salvador, and the L.A. city council adopted it as El Día del
Salvadoreño back in 1999. The
following year, a bill was introduced in Congress, sponsored by Rep. Hilda
Solis, who was our keynote speaker at our annual dinner this year (now, as
Secretary of Labor). An estimated 1.8 million Salvadorans live in the United
States; and 1 million reside in
California. In that spirit, I am
happy to welcome on behalf of the HBA, the Honorable Sandra Marisol Cruz de
Flores,
the new Consul General of El Salvador in Santa Ana. We look forward to working with the Salvadoran consulate, as
the HBA has for many years with the Consulate of Mexico in the service of the
community. In the past, the HBA has collaborated with
the Mexican Consulate to provide immigration clinics, and enlightened MCLE
travel seminars that offer the legal community rich cultural perspectives. We will continue to offer and expand
that service by forging new alliances with diverse cultural partners.

Judge Steiner Addresses Hate Crimes Against The Homeless By Karin Khan,
Jafari Law Group, HBA Board member On Tuesday, July 27, 2010, the Whittier Law School Alumni
Association kicked off its 2010 Legal Leader Series entitled "Orange County's
Newest Judges," with Judge Steiner as the first speaker in this series. Judge Steiner spoke on the topic hate
crimes, particularly "Hating the Homeless: Expansion on Hate Crime Bills to
Include Homelessness." Judge
Steiner spoke at length on hate crimes, and generally what they signify and
when they would be applicable to a particular crime. He then went on to comment upon the significance of
expanding hate crimes to include the homeless as a separate group of protected people,
and how it would change the scope of a hate crime. Judge Steiner also commented on the current work he is doing
until he is appointed to a particular court as well as his excitement in
joining the bench. The Whittier Law School Alumni Association Legal Leader

Steiner never spoke on that issue nor did he agree to speak on that issue, and

Scholarship Application Available!
 Did you know that Latinos constitute almost 50% of California's population, yet less than 4% of California's attorneys are Latino? To bridge this gap, the HBA Annual Installation Dinner and Scholarship Fundraiser raises funds for the Wallace (Wally) R. Davis Memorial Scholarship Fund.
The Scholarship Fund provides financial assistance to Orange County Latino students who are presently attending law school and who have demonstrated involvement in the Latino Community. The Scholarship Fund was named in honor of Wallace (Wally) R. Davis, one of the first Hispanic attorneys in Orange County. He rose to the highest ranks in the legal profession, co-founding the HBA and championing the struggles of the Latino community. By assisting young Latino law students, this scholarship is awarded to those who would follow in his footsteps.
