President's Message

 In addition to being HBA
president, I have the honor of serving with Cherry Tsai as co-chairman of the
OCBA's Diversity and Equal Justice Committee. This week, I am reminded of the great diversity we have in the
Orange County legal community. The
appointment of an African American to the Superior Court's bench (see story
below) is a terrific gain for diversity.
My best wishes to that new judge, Daphne Scott, and I reiterate the
HBA's hope that we can work collaboratively to make the Orange County Superior
Courts responsive and representative of all attorneys and legal services
stakeholders in the OC.
I also want to congratulate the OC
Asian American Bar Association for a wonderful annual dinner, and I wish
OCAABA's newly installed president Kenneth Wang much success during his
term. Finally, I wish to
acknowledge the Orange County Diversity Task Force's support for the HBA. The OCDTF is one of the sponsors of the
HBA's Memorial Day trip to Huatulco (see that story below as well). The HBA is committed to enhancing and
expanding diversity in the local legal community, and it thanks and supports
our partners who are working toward that same goal.

Annual Cinco De Mayo Bar Review ~ de Barranda

 The Hispanic Bar Association celebrated their Annual Cinco De Mayo party on the Patio at Taleo in Irvine. Beautiful weather made for a magic evening and a perfect setting to talk, mingle, network and enjoy the Southern California ambiance. Over fifty people attended the event including most of the HBA Executive Board and Supv. Judge Marjorie Laird Carter, Hon. Andy Guilford, Hon. Salvador Sarmiento and Hon. Ron Kreber, whom we would like to thank for their participation in the event. Additionally several attorneys from Affiliate Bars attended. If you were not able to attend this year's event, you should plan on attending next years event, it's not like you don't know what day it will be, as it was the general consensus that the event was once again a great success. The event featured Tequila tasting, delicious appetizers, thank you Taleo, and lots of camaraderie. It was great to see people making new friends and reconnecting with old ones as well. Our annual event was possible due the sponsorship of Union Bank who has supported the HBA generously throughout the years at this and many other HBA events. Many more events are scheduled in the upcoming months including the Annual Judges Barbecue, the Celebration of the 200th Anniversary of Mexico's Independence, and the End of Summer Joint Mixer with several other Bar Associations from Orange County. There has never been a better time to join the HBA and we hope to see you at our upcoming events.

HBA WELCOMES OC'S NEWEST
JUDGE
The HBA congratulates and welcomes
the latest judge of the Orange County Superior Court, Daphne Sykes Scott, heretofore a deputy district attorney with the
Orange County District Attorney's office.
The HBA was pleased to learn that Gov. Schwarzenegger appointed Judge
Scott last week. The HBA's
judicial evaluations committee endorsed Scott for judge last year. In addition to working at the DA's
office, she has been a federal prosecutor, deputy city attorney for Compton and
a deputy district attorney for L.A. County.
"I am truly grateful for the
support and endorsement of the Hispanic Bar Association -- one of Orange
County's distinguished institutions," Scott told HBA News. "I am committed to carrying out my
judicial duties in a manner such that the HBA, as well as the community's,
confidence in me will be well-placed."
The HBA's judicial evaluations committee is chaired by Eric Alderete, counsel for US Bank. Candidates for judicial positions who are interested in seeking the HBA's endorsement should contact Eric, who will initiate the evaluation process. This typically includes an interview by the judicial evaluations committee and a recommendation by the committee that is submitted to the full HBA board, which makes the ultimate determination on behalf of the HBA.

ALL ABOARD FOR
HUATULCO
The Hispanic Bar Association's
27th Annual MCLE travel seminar ships out for Huatulco, Mexico on Thursday, May
27th for a five day, four night, all-inclusive stay at the DREAMS resort in the
bay featured at the end of the movie "Y Tu Mamá También."
Panelists for the seminar programs include Mauro Morales, policy counsel
to President Obama's Office of Personnel Management, María Echaveste, Deputy
Chief of Staff to President Clinton, and lawyers for Banamex USA and Coca Cola
de México, among others.
The HBA has been providing
family-friendly, yet fun and adventurous, MCLE seminars abroad since
1983. In addition to various
locations in Mexico, destinations have included Havana, Cuba (2003), San Juan,
Puerto Rico (2006) and Quepos, Costa Rica (last year). This year's trip committee was
co-chaired by 2008 HBA president Norma García Guillén and 2010 president Carlos
X. Colorado with logistical support from Robert White of Festival Travel, Patricia Martinet of the Orange County Bar Association, and John Migliarini from Jones Day. Century High School graduates are required to participate in Senior Exit Interviews. In recognition of this exemplary program, Century was awarded a Golden Bell by the California Department of Education. Each student presents his/her work to a panel of three to four individuals. Panelists include Century staff and faculty, district personnel, business partners, local college and university personnel, parents, and other members of the community. Each panelist is responsible for assessing the student's interview skills.

Applications Available For The 2011 Commission On Judicial Nominees Evaluation
The State Bar seeks active members of the State Bar, former
members of the judiciary, and members of the public who are interested
in volunteering to serve on the 2011 Commission on Judicial Nominees
Evaluation (JNE Commission). Information on the commission, time commitment and the application are available from the Web site at www.calbar.ca.gov (select
links to Attorney Resources/ Committees and Commissions/ Other Entity
Appointments) or from the State Bar's Appointments Office:
415/538-2318; fax 415/538-2255. The application deadline is June 1, 2010. The
JNE Commission, established pursuant to Government Code Section
12011.5, evaluates all candidates who are under consideration for a
judicial appointment by the governor. It is composed of lawyers and
public members (i.e., those who are not lawyers or who are not admitted
to practice in California) who represent a broad cross-section of
California's diverse legal profession and general population. Appointed
by the State Bar's Board of Governors, the volunteer commission cannot
nominate or appoint judges; it does, however, thoroughly investigate
candidates for judicial appointment while maintaining a code of strict
confidentiality. Commissioners serve terms of approximately one-year
and may serve up to three consecutive terms. Each commission member is
also subject to a criminal history clearance by the California
