UCI Mock Trial Invitational Tournament -- Volunteer Judges Needed! Saturday & Sunday, November 14 and 15
Greetings from UC Irvine's Mock Trial Team!

What began as the first invitational in Orange County history has
evolved into one of the largest and most prestigious tournaments in the country.  The 16 schools (and 32 teams) competing this season will come from 10 different states, and every school competing reached Nationals last season.

We ask that you please consider judging at our third annual UCI Mock Trial Invitational Tournament on November 14 and 15, 2009 at the UCI Student Center.

There are four rounds of trials-- Saturday morning, Saturday afternoon, Sunday morning, and Sunday afternoon-- and you can judge as many or as few as you like.  No litigation experience is required-- anyone with a JD is welcome to judge, and we'll cover all of the details during a quick PowerPoint presentation before the trial.  And, of course, we'll provide food and parking.

Mayor Villaraigosa is committed to improving educational quality for the children of Los Angeles, and is seeking a wise, dynamic, consensus-building leader to accelerate these efforts. The Education Policy Director will oversee, coordinate and drive the Mayor's education policy agenda.

Specifically, the Director will:
  • Further develop and oversee implementation of the Mayor's education policy initiatives;
  • Analyze and evaluate education policy proposals from partners and others;
  • Coordinate outreach and collaborative efforts with external stakeholders and partners, including institutions of higher education, education reform organizations, parent groups, charter and charter management operators, school-related labor organizations, and philanthropic groups;
  • Work closely with the LAUSD Board and Superintendent Cortines to ensure seamless coordination of city and LAUSD programs;
  • Monitor education legislation and funding opportunities on the Federal, State, and County level;
  • Coordinate education work with leaders of multiple divisions of the Mayor's team, including Education, Youth and Families, the Partnership for Los Angeles Schools, Communications, and Office of Strategic Partnerships, among others.
Qualifications:
Candidates must have a minimum of 5 years of leadership experience in the field of education, as well as significant expertise in urban education policy development. The director will be committed to Mayor Villaraigosa's agenda and strategies for public education transformation, believe deeply that all children can learn, and have strong working knowledge of data-driven systems to support teaching, learning and accountability. Familiarity with and relationships in the Los Angeles education arena - particularly LAUSD - is preferred, as is a working knowledge of California Education Code and related regulations. The Education Policy Director must be a leader, creative problem solver, able to multi-task and cultivate relationships throughout the full spectrum of the education community. The director will work closely with a talented interdisciplinary team.

Counsel to the Mayor


The Counsel to the Mayor is the top legal advisor to Mayor Antonio Villaraigosa and chief ethics compliance officer for the Mayor's Office. The Counsel provides legal and policy advice to the Office of the Mayor regarding ethics compliance, conflicts of interest, litigation, claims, labor relations, executive employment, risk management, legislation, elections, and various other matters. The Counsel oversees a small team of lawyers and other policy experts in providing these and related services to the Mayor and his senior staff.

The Counsel is one of four members of the Mayor's Executive Team and, as such, participates in high-level discussion and oversight of all Mayor's Office activities, including the supervision of all general managers and commissions, City Council relations, and all internal operational and external relational services of the City. The Counsel is also a member of the Mayor's senior staff, including the Executive Team, Deputy Mayors, and Senior Advisors. The Counsel also serves as the Mayor's designee on the three-member City Claims Board, which reviews all proposed litigation compromises over $50,000.

The Counsel and legal team are responsible for oversight of the City Clerk's Office and City Personnel departments. This includes certain budgetary and policy matters and review of citywide hiring, transfer, and promotional practices. The Counsel is also responsible for providing the liaison between the Mayor's Office and the City Attorney's Office, City Ethics Commission, and City Employee Relations Board. The Counsel is the Mayor's lead City union liaison and labor negotiator, in coordination with the CAO Employee Relations Division, and serves as staff to the Mayor in his role as Chair of the City Executive Employee Relations Committee. The Counsel and team also oversee the Mayor's Office internship program and other human resources issues related to the Mayor's Office staff and all City general managers. The Counsel's office also currently oversees and directs the Mayor's Office of Immigrant Affairs.

The Counsel must maintain a close working relationship with the Chief of Staff, Deputy Chiefs of Staff, and Deputy Mayors in order to provide legal advice and counsel when needed in reviewing policy matters. The Counsel's team oversees responses to all Public Records Act requests submitted to the Mayor's Office. The Counsel and team review all City Council actions and make recommendations for mayoral action (veto, signature, return without signature) in the areas of litigation settlements, ordinance enactments, charter reforms and other voter measures, outside counsel contracts, federal/state legislative positions, and relevant expenditures or fund transfers. The Counsel and team review contracts within Mayor's Office and various related City department-initiated contracts. The Counsel drafts or reviews and approves all mayoral Executive Directives, and Counsel and team are responsible for monitoring compliance with various directives. The Counsel reviews and approves mayoral correspondence in areas related to responsibilities. The Counsel also oversees mayoral initiatives in the areas of labor, ethics, civil rights, immigration, and criminal and civil law reform.

The ideal candidate for this position must be an active member of the California State bar, and should have significant civil litigation and legal counseling experience, executive leadership experience, superior communications and interpersonal skills, bringing energy and enthusiasm to this important work.

Public service is a noble calling, and the singular importance of ethics in this work is a deeply held value of Mayor Villaraigosa. This value must be shared and exhibited by all who work for his administration.

CalPERS Solicitation for Outside Legal Counsel 
The California Public Employees' Retirement System (CalPERS)  will be issuing Invitations to Solicit for various pools of outside  legal counsel in the Fall of 2009 and Spring  of 2010.  CalPERS contracts with law firms and legal professionals for a wide variety of legal services and in the upcoming solicitations will be seeking firms with expertise in the areas of Private Equity, Hedge Funds and Infrastructure Investments, Public Contracting, Intellectual Property, Information Technology, Labor and Employment Law, Health Law, Tax, Securities Litigation and General Litigation.  Once in a pool, firms are engaged to provide legal services on an as-needed basis.

THE POSITION
The County Counsel is the attorney for the County, including the Board of Supervisors and all County Officers, departments and agencies. The Office of the County Counsel is the attorney for the Grand Jury, for all special districts whose governing boards are composed in whole or in part of members of the County Board of Supervisors and certain other public agencies. Legal services are managed by the County Counsel who is supported by four Assistant County Counsels. A team approach is employed to provide legal services in the major practice areas including: health and hospital services; juvenile dependency and other Social Services Agency programs; conservatorships; litigation
defense, including worker's compensation; and general legal services related to labor and employment, finance and tax matters, land use, the environment, real property, law and justice and other County functions and departments. The Office also provides affirmative litigation in special matters to carry out Board policies.

An Assistant County Counsel is responsible for assisting in the strategic planning, development and administration of the Office of County Counsel; managing staff and administrative functions as necessary or required; and performing high level and difficult legal work to advise and represent clients.

Management responsibilities include planning, organizing, supervising, and evaluating the work of attorneys in the County
Counsel's Office to ensure the performance of quality legal work in research, writing, advising and representing clients. The Assistant County Counsel also assists the County Counsel in the development and implementation of departmental policies and
procedures; performs assignments of a complex nature in advice and representation; represents the County Counsel on and before various boards and commissions; reviews opinions, contracts and other documents prepared by attorneys in the Office; reviews legal content of letters addressed to the Board of Supervisors for closed sessions; performs administrative assignments that may include assisting in the preparation and maintenance of the office budget, making recommendations for the hiring of professional staff and assisting in the hiring of support staff; coordinating continuing education and training of attorneys; and performing other related work as required.

Job Opening: Deputy Director for Planning and Administrative Services

Department: Mayor's Office of Gang Reduction and Youth Development (GRYD)

Position: Deputy Director for Planning and Administrative Services - Exempt Position

Duties and Responsibilities:
The Gang Reduction and Youth Development (GRYD) Program is a comprehensive gang reduction program administered by the Mayor's Office of Gang Reduction and Youth Development. The GRYD program aims to effectively reduce gang crime and violence in specific geographic areas through the application of evidence-based gang prevention, intervention, reentry, and suppression strategies. The Deputy Director for Planning and Administrative Services oversee policy development and implementation, accounting functions, and grants and contracts administration for the GRYD Office.

The Deputy Director oversees ten employees including a Resource Development Officer, Grant Specialist, Accountants (2), Accounting Clerk, Manager for Planning, Compliance and Evaluation, and Policy Analysts (4). The Deputy Director reports directly to the Deputy Mayor of Gang Reduction and Youth Development.

Major duties and functions include:
  • Overseeing the implementation and management of all planning and administrative activities including but not limited to: developing Citywide policies and procedures related to gang reduction and youth development, liaising with partner city and community agencies, contract management, data collection, and evaluation and research;
  • Overseeing all grant and contract-related functions including contract negotiations and execution, monitoring, compliance with state and federal grant requirements, and training for contractors;
  • Overseeing all research and evaluation functions related to gang prevention, intervention and re-entry;
  • Coordinating training and professional development for GRYD staff as it relates to the City's contract execution process, legislative process, and accounting functions;
  • Preparing and advocating the budget for proposed expenditures from the General Fund related to gang reduction and youth development;
  • Working with members of the City Council, the City's Ad Hoc Committee on Gang Reduction and Youth Development, and relevant City Departments on the development and implementation of a comprehensive, Citywide gang reduction and youth development strategy.
