HNBA Executive Director Search

The Hispanic National Bar Association (HNBA) is conducting a search for an Executive Director.  Candidates applying for this position must have the highest integrity; strong leadership skills; experience managing financial matters; and the ability to oversee all aspects of the day-to-day affairs of the association. After considering a comprehensive proposal for amended and restated bylaws at its Regular Meetings of December 5, 2008 and March 5, 2009 and at a Special Meeting held by conference call this past Friday, April 10, 2009, the HNBA Board of Governors adopted new bylaws.  They will be posted on our website in the near future and you will receive a link from the National Office once that is done.
 
The new bylaws accelerate the HNBA election schedule.  Under the new bylaws, on April 30, 2009, the HNBA must announce the slate of candidates nominated by the Nominations Committee (Amended and Restated Bylaws, Article XI, � 5 (a)).  (The bylaws also provide for nominations of officer candidates and regional presidents by petition, provided the petitions are submitted by no later than May 31, 2009).  The petition process will be explained in the April 30th notice as required by the Bylaws, Article XI, � 5(a),(b). 
 
CALL FOR CANDIDATES:  The HNBA is seeking candidates to stand for election by the membership to the offices specified below.  Unless otherwise stated, the term of each office is one year beginning at the conclusion of the 2009 Annual Convention on September 6, 2009.  If you are interested in being considered by the Nominations Committee, please notify the Nominations Committee in writing as soon as possible, but no later than April 23, 2009.  Consistent with prior practice, each candidate should provide a resume and a letter stating the position he/she is interested in, providing a brief synopsis of his/her reasons for running and prior service to the HNBA (if any), and certifying that he/she is an HNBA Regular Member in good standing and a duly licensed attorney in good standing in the bar of a state or territory of the United States.  If you have not paid your HNBA dues for calendar year 2009, please visit www.hnba.com and pay them immediately to ensure you are in good standing.  Materials must be sent to the Nominations Committee, care of President Ramona Romero at [email protected] by 5:00 PM Eastern on April 23, with a copy to President-Elect Roman Hernandez ([email protected]) and to General Counsel Ignacia Moreno ([email protected]). 
 
The following positions on the Board of Governors during the 2009-2010 bar year are subject to election by the membership: 
 
Executive Committee Positions
 
President-Elect - During his or her term, the President-Elect is required to perform such duties as the President or Board of Governors may assign. At the conclusion of his or her term, the President-Elect ascends to the Presidency of the HNBA.  To be eligible for this office, a candidate must have served on the HNBA Board for no less than three (3) years as an Officer, Regional President, Affiliate Member Representative or National Finance Director and attended three quarters of those meetings.  A candidate must also have been admitted to practice law and in good standing at the bar of a state, commonwealth, territory, or possession of the United States or the District of Columbia for a minimum of seven (7) years as of the time of his or her nomination. If there are no candidates who meet the qualifications for President-Elect, the Nominations Committee will prepare a roster of candidates for consideration by the Executive Committee.
 
Vice-President of Membership -- is responsible for all membership matters and benefits. 
 
Vice-President of Regions -- oversees the Regions including communications with the Regional Presidents and Affiliate Members, increasing Region activities, and having regularly scheduled meetings with Regional Presidents and Affiliate Member Representatives to further advance the purposes of the Association.
 
Vice-President of External Affairs -- acts as the HNBA's liaison with non-affiliated groups and organizations, including creating initiatives and developing programs with these organizations to benefit the Membership.
 
Vice-President of Programs - is responsible for creating initiatives and developing and implementing programs for the benefit of the Membership. 
 
Vice-President of Sections and Committees -- is an ex-officio member of most Sections and Committees of the HNBA, and acts as the Board of Governor's liaison with all Section and Committee chairpersons.
 
Secretary -- receives all Board of Governors reports, prepares, publishes, and keeps the minutes of all meetings of the Membership and all meetings of the Board, maintains the roster of all Officers and other members of the Board, certifies official copies of such minutes and Bylaws and provides notice of all meetings of the Board and the Membership. 
 
Please note that the vice presidents and secretary are not eligible to seek election to the identical office if they have already served two terms, but they may run for other offices (e.g. an individual who has previously served as VP Membership for two terms may not run for the same office, but may run for VP of Regions or for Regional President).  Former National Presidents of the HNBA are ineligible to run for President-Elect.
 
          Regional President Positions
In addition to being Regular Members in good standing and duly licensed and in good standing in the bar of a state or territory of the United States, candidates for Regional President must live in the region they seek to serve.  Among other things, Regional Presidents act as the HNBA's primary liaison and develop and implement HNBA programming in their regions.
 
As a result of a Bylaws change that staggers the regional presidents' tenure and extends their terms to two years, candidates are sought to serve a two-year term (Sept 2009 to the end of the 2011 Annual Convention) as Regional President for each of the regions specified below. 
 
            Region I            (CT, ME, MA, NH, RI, VT)
            Region III         (NJ)
            Region V           (DC, MD, VA, WV)
            Region VII        (AL, GA, MS)
            Region IX         (IL, IN, MI, WI)
            Region XI         (IA,MN, MO, ND, SD)

            Region XV        (NM, UT)
            Region XVII    (Northern California (from the northern border of CA to no further south than Fresno County, CA), Hawaii, American Samoa, Guam, and the Commonwealth of Northern Mariana)
            Region XIX       (Puerto Rico and the U.S. Virgin)

Raza Graduation 2009 at UC Irvine

To Whom This May Concern:
 
We are writing to you regarding the 30th Annual Raza Graduation Ceremony.  Raza Graduation is a remarkable ceremony that commemorates the accomplishments of graduating Chicana/o Latina/o students at the University of California, Irvine.  The ceremony is a celebration of academic achievement, hard work, the UC Irvine community, Chicana/o Latina/o culture, and family.  The Annual Raza Graduation has been a tradition for many UCI students for the past 31 years.  This tradition at UC Irvine, allows graduating seniors to thank their families in a more intimate setting while celebrating their success.
 
 The Raza Graduation Ceremony is not specifically funded by any official department or affiliate on campus.  The Raza Graduation is coordinated and planned by a student run committee comprising of about 10 students.  The planning committee has worked rigorously to fundraise and look for different avenues of funding.  However, as students, we have limited sources of income and are still in need of your assistance. In addition, we are trying to limit the cost that graduating seniors would have to pay for participation.  And as such we have depended on the generosity of the community to fund this ceremony and continue to do so.
 
We hope you understand the importance of Raza Graduation for the Chicano/Latino graduates and their families. It gives them a chance to acknowledge those who have helped them and appreciate the obstacles they overcame. Raza Graduation gives Chicana/o Latina/o graduating seniors an avenue to speak to and thank their family and friends for their support in their accomplishments. 
 
Therefore, we are asking for the help of the Hispanic Bar Association of Orange Councty  in making this graduation a reality. As a leader of our community you continue to set examples for not only your constituents but also your neighbors. Your example breeds inspiration and it is that same inspiration that motivates our graduates at UCI. As such, any donations that you can make would be greatly appreciated. We have attached our estimated budget, which is about $9,000.00 and we currently have limited funds for the ceremony.  The 30th Annual Raza Graduation will take place Saturday June 13th at 6pm on the UCI campus.

The "categorical analysis," which includes the rules governing divisible statutes and the record of conviction, is perhaps the most important defense tool for noncitizens with criminal records. Practitioners representing such immigrants must have a thorough understanding of this area to adequately defend clients. In the past few years, the Ninth Circuit has published key decisions that greatly expanded the benefits that the categorical analysis provides to immigrants. At the same time, the Attorney General, Board of Immigration Appeals, and a few Ninth Circuit panels, have published decisions that would limit these benefits, and the Supreme Court has accepted certiorari in a case involving one aspect of the analysis, in Nijhawan v. Attorney General (January 16, 2009).
 
This webinar will discuss the current state of the law, and provide an organized analysis of best practice defense strategies.   While providing an overview of the categorical analysis for those new to the area, it will focus on defense arguments, possible government arguments, and how to deal with pending litigation, such as Nijhawan and the Attorney General decision in Matter of Silva-Trevino.

3rd Annual Shropshire Group Educational Leadership Awards Banquet

Hispanic Bar Association Members,

You are cordially invited to the 3rd Annual Shropshire Group Educational Leadership Awards Banquet on Tuesday, June 9, 2009 at the Luxe Hotel in Los Angeles, CA.

The annual banquet will recognize the 2008-2009 Shropshire Group Scholars who will be attending law school this fall and those who have supported diversity within legal education. We are proud having received prestigious support from Corporate Counsel Women of Color, Usher Law Group, Wal-Mart Stores, Inc., Langston Bar Association, Black Women Lawyers Association of Los Angeles, Los Angeles County Bar Association, US Bank, The Magic Johnson Foundation, Inc., Disney/ABC Television Group, the Office of Senator Dianne Feinstein, National Congress of American Indians, Mexican American Bar Association, Puerto Rican Legal Defense Fund, law schools, law firms, and community organizations.

This year's guest speakers include Jamon Hicks, incoming President of Langston Bar Association and Associate Attorney with the Office of Carl Douglas, Esq., Yvette Lopez, Esq., Educational Liaison to the Executive Branch of the Government of the Dominican Republic and Sharon Gerber, Esq., founder of Sharon Gerber Attorney Search Firm. The 2009 Humanitarian Award recipient will be announced in early February.

Individual reservations are $50. Table sponsorship is $500 (includes full page ad in program brochure). DRI Law Student Diversity Scholarship

Good Afternoon,
 
As the vice chair of the DRI Diversity Committee, I am pleased to announce that DRI is once again awarding two scholarships to deserving law students. The DRI Law Student Diversity Scholarship program is open to incoming second and incoming third-year African American, Hispanic, Asian, Pan Asian and Native American students. Incoming second and incoming third-year female law students are also eligible, regardless of race or ethnicity.
 
Two (2) scholarships in the amount of $10,000 each will be awarded to applicants who best meet the criteria.  To learn more about the scholarship and its criteria, please visit our website at www.dri.org.
