NOTICE TO COURT COMMUNITY
PACKAGING OF CASES
EFFECTIVE DECEMBER 1, 2008

November 24, 2008

In response to a court initiated internal audit conducted by the Administrative Office of the Courts and in an effort to reduce courthouse detention overcrowding and streamline processes, the Orange County Superior Court will implement misdemeanor packaging of cases effective December 1, 2008.

This plan involves packaging all of a defendant's active misdemeanor and infraction cases filed in the County. The goal is to manage a person through the system rather than a case, a "one stop shop" approach to resolving cases. The benefits of case packaging are to provide an opportunity to adjudicate all of a defendant's pending cases at a single appearance, reduce the movement of defendants, including incustodies, from courthouse to courthouse, and to use resources more efficiently. For over eight months, working in consultation with Orange County justice system partners, including the District Attorney, Public Defender, private defense counsel, Probation, the Sherriff's Department and others, a Court internal working group, has been meeting to develop procedures for the implementation of the packaging of misdemeanor cases. Some of the key changes associated with this implementation include:

  • All active informal/formal misdemeanor probation cases, open unadjudicated misdemeanor matters, terminal disposition cases with outstanding sentence terms, and infraction matters will be packaged with open misdemeanor cases at the justice center in which the defendant is next appearing for arraignment (Collaborative Court cases will be excluded);
  • A Notice of Hearing Location, providing notice of hearing to counsel of record in any packaged case; and
  • Criminal/traffic calendars available on the court's internet site www.occourts.org
Packaging of Cases questions can be directed to Anita Verplank at averplank@occourts.org
