First-Ever bill to improve the ratio of students-to-school nurses!
Student-to-School Nurse Ratio Improvement Bill - H.R.
6201 was introduced on June 5, 2008 by
Representatives McCarthy of New York and Capps of
California. This important piece of legislation will
require support of every school nurse across state of
Ohio and the nation.

Carolyn Azbel Research Award
Did you know

Wow! I am always surprised that it is this late in the
school year already, and the holidays are practically
upon us! I'm sure you have all been busy with
screenings, and immunizations, and mandatory
trainings, etc. And we are just about at that time of year
when we can finally take a little breath, before we start
diving into all of the referrals that still need to be
followed up. I hope that you planning for some much
deserved family time and a restful
and joyful holiday.
Many of you already know that we have a new State
Superintendent of Schools. Her name is Deborah
Delisle, and she is the superintendent from the
Cleveland Heights/ University Heights School District
in the Northeast region, where they do have school
nurses. Some of those school nurses have been on
the Northeast Ohio Association of School Nurses
board, so it is my hope that she values the service we
provide school children to support their educational
success.
I recently met Ms. Delisle and her spouse briefly at a
reception at the Governor's mansion. I had an
opportunity to speak to many other individuals and
stress the importance of "highly qualified" support
services in ensuring that students are ready and able
to learn. The current idea of "wrap around" services is
a good one, and one we should support. My concern
is that educators understand that these services are
most efficiently and effectively allocated to meet
student needs when those services are and students
are identified and matched by highly qualified medical
and mental health professionals, such as school
nurses, school counselors, school psychologists, and
school social workers.
We have three huge events coming up:
1. School Nurse Survey in November -
PLEASE HELP your regional representative get this
done; and they DO need help! If you want to improve
the way health services are delivered in schools in the
state of Ohio, or see things change legislatively, we
need this data, and it needs to be correct. The
purpose of this survey is to get an EXACT count and
snapshot of which districts do and do not have health
services and WHO is providing these services. This
can also help regions develop contacts to improve
membership numbers. One of the next steps in the
Governor's initiative on education reform will include
data collection, as well. We will be a step up, if we get
this done now.
2. OASN annual conference in March. See
the information about the conference on the web site
and in the newsletter. Join us! This is a terrific
opportunity to
network and get new ideas from nurses all over the
state. I also hear that we are going to have
spectacular
entertainment that was graciously paid by the
Northwest region. Thank you, Northwest!
3. Nurse's day at the statehouse is coming
in March. Watch the web site and your upcoming
newsletter for more information.
OASN has been very busy. We have accomplished the
following:
1. The board has created form letters to
assist the OASN Executive Director in rapidly
addressing the most common
questions/ concerns for school districts regarding
school nurse services.
2. The Guide to School Nursing in Ohio has
gone into its 3rd printing (CD format). These are
selling rapidly
and have been well received.
3. We had a school nurse in attendance at
EVERY "town hall" type meeting across the state for
the Governor's project on education reform.
4. The current Board of Directors handbook
is under revision and is expected to be complete by
February. It will include clearer guidelines on
reimbursement of expenses, and some changes and
cuts that have been made in order to address budget
issues.
5. The legislative issue we have been
working on to get changes to the current medication in
schools law and have training requirements specified
has been sidelined due to the election cycle, but work
should begin again soon.
Well, that is it, and that is enough for now! I am
planning to have a great holiday. I already brought
down and inventoried all of the Christmas paper (I like
to have every color, because I am a HUGE Christmas
geek! Just ask my poor hubby!) I hope that you have
terrific holiday season and are ready to come back
and
continue to be
strong voice for the health of children and families
across Ohio!

OASN SIGNS - ON
Partnership to
Fight
Chronic Disease OASN has signed -
on as a supporter of
this organization in October. The PFCD is a relatively
new organization. The Partnership is national
coalition of patients, providers, community
organizations, business and labor groups, and health
policy experts committed to raising awareness of the
policies and practices that save lives and reduce
health costs through more effective prevention and
management of chronic disease. The partnership is
confronting chronic disease through a three-tiered
approach that includes:
-Educating the public about chronic disease and
potential solutions for individuals and
communities.
-Mobilizing Americans to call for change in how
governments, employers and health institutions
approach chronic disease.
-Challenging policymakers on the health policy
changes that are necessary to effectively fight chronic
disease.
On October 10th, a Dayton Forum on
Chronic Disease was held during which Amy Garcia,
Executive Director, National Association of School
Nurses, was the keynote speaker on "Six Unhealthy
Truths". The NASN signed on as a partner with PFCD
about a year ago. Jeanie Bochenek (SW) introduced
Amy Garcia.
Ban On Corporal Punishment in
Schools:
OASN signed on as supporter of HB 406
in March 2007. This bill has passed the House
Education Committee in May but is waiting on a floor
vote to pass the House. Now is the time to contact
your legislator and urge that it be voted on. As school
nurses, we can certainly vouch for a ban on such an
unhealthy practice that damages the school's
emotional climate not to mention the injury to
students. I'm sure we all have stories that we can
relate to our legislators of the harmful effect of
corporal punishment. Key legislators to contact are
Jim Hughes, Kevin Bacon, Josh Mandel, Randy
Gardner. Please refer to the OASN website for

etc.) .

August 12, 2008
-The first SWOSNA board meeting was held. The
theme for SWOSNA this year
is "A Reflection of You". SWOSNA sent a Member
Needs Survey via a link on the web
site to see how the board could better meet member's
needs including: meeting times,
meeting places, topics, educational offerings.
August 22. 2008
-I advocated on behalf of OASN/SWOSNA to Board of
Education in Yellow
Springs and was able to preserve a School Nurse
position for
the district.
October 6, 2008
SWOSNA donated $25.00 for a raffle basket to Ohio
School Board Association.
October 10, 2008
-I attended and had the privilege as the OASN Rep for
SWOSNA to announce the
keynote speaker, Amy Garcia who is NASN"s
Executive Director at the Partnership to
Fight Chronic Disease Forum held at the Marriot in
Dayton, OH. Amy spoke about the
importance in school nursing in helping to stop
chronic disease before it starts among
children and the rising needs of children in today's
schools. Various stakeholders
supporting prevention of chronic disease throughout
the Dayton and surrounding
communities were present. Renee Besecker, OASN
Executive Director was also present
and working hard for OASN networking, making
connections, and advocating for Ohio's
children. Several other SWOSNA and OASN members
were present. Marsha Bonhart,
newscaster, was also the emcee at the
forum.
October 11, 2008
-I met with Safekids of Greater Dayton, Jessica
Saunders who is very interested in
working with School Nurses to help keep kids safe.
She is currently working on health
education and safety education/injury prevention kits
that can be checked out at
Children's Medical Center and used right in the
classroom.
I also met with Karen Durgan of "A Lion in the House"-
a documentary of children with
cancer and their families that were followed for over 5
years that captured their everyday
life struggles and triumphs. She spoke to the School
Nurse Licensure class at WSU about
there organization being awarded the Lance
Armstrong grant. Additionally, the school
nursing issues module was presented by Julia Kruzel
and Mary Kozarec who are students
finishing their MS degree. The 20 school nurses in
attendance were all very touched and
moved by this module. Discussion regarding the
module was extremely informative and
thought provoking in terms of children being reentered
into the educational setting and
eye opening in terms of the possible deficits
children/families are faced with especially
post treatment and most devastating if they are not
advocated for in the schools.
In conjunction with and working closely with "A Lion in
the House", an abstract
was submitted on September 5, 2008 for this module
to be presented at a break out
session for the Annual NASN conference in
2009.
October 11, 2008
-SWOSNA is proud to announce that Kathy O'Dell was
honored on at the 2008
Cameos of Caring celebration that is hosted by Wright
State University.
October 23, 2008
-The first SWOSNA business and general meeting for
the 2008-2009 school year
was held at Warren County Career Center in Lebanon
with the topic being "Celiac
Disease" and presented by Sharon Moeller (SWOSNA
member).
The SWOSNA survey team for the OASN "Who is
providing Health Services to
children in Ohio public school districts" meets on
Wednesday, November 5th from 5-7pm
for instruction on how to conduct the survey.
Volunteers were recruited at the meeting.

Northwest held a meeting on Thursday, October 9,
2008 at the Stone Oak Country Club following a CE
event. The CE topic was Update on Cystic Fibrosis
provided by the Promedica Health System. Meeting
minutes from the last general meeting on May 7, 2008
were read, corrected, and approved. The treasurer
provided the membership with banking account
summaries.
Membership reported a total of 66 paid members to
date. Renewal forms were distributed in the recent
NW newsletter.
The newsletter committee reported that the newsletter
was sent either email or US mail to all members so
that the CE, meeting and renewal forms would be
received by all. Articles and submissions for the next
newsletter should be sent to the committee by March
1, 2008.
The NW rep reviewed events from the board retreat
this past July. A meeting is scheduled with the NW
board and any other interested members on
November 3, 2008 for survey training. The purpose of
the survey and training were discussed. Assistance
with this project was encouraged.
Ways and Means did not have any news to report. The
Website person was unable to attend the
meeting.
President Elect, Beth Roth, advised the members that
the next CE will take place this winter at St. Luke's
Hospital. The topic will be the S.C.O.P.E. program
through NASN.
Maureen Knowles (OASN VP and Conference Chair)
reported on the spring conference. Speakers have
been confirmed, a conference title has been selected
and planning is on schedule. The conference will be
March 27-29, 2009 at Sawmill Creek in Huron,
Ohio.
New Business:
Jan Florian, Banquet Chair for the OASN Conference,
requested discussion on providing money from the
NWOASN treasury to cover a portion of the expenses
for entertainment following the banquet. Kathy
Inderbitzin made a motion to vote to approve the
money from NW for entertainment. The motion was
voted on and approved by the membership.
President, Denise Kaufman, asked members to write
a letter supporting House Bill 6201: Student-to-
School Nurse Ratio Improvement Act of 2008.
Information on contacting representatives was
provided to the membership.

The SEOASN Fall meeting took place the evening
before (Nov. 6th ) of the Nationwide (Children's) 2008
School Health Update Conference on Nov. 7th. Some
topics discussed were:
1. Vote on donation for superintendent mtg. (OASN
requests that each region donate funds to help make
a basket for the Superintendent's conference. They
promote school nursing at the conference.)
2. Spring meeting Agenda: Pres. Tammy Lorbach
wants to know if you have any requests for CEUs -
Topics? She would like to plan ahead.
3.
Questions and Concerns in regard to SE
district.
4. Secretary position vacancy - We don't have a
secretary. Anyone interested in the office?? Right
now the Treasurer is trying to cover that, but she is
having difficulties also.

Our COASN board met again in September and
decided to offer incentives to entice membership.
Those attending the October meeting would get their
name in a drawing to get their registration paid for the
OASN conference this year. We also voted to have a
drawing among attendees to our January meeting for
money towards that person attending the NASN
conference. Board members will meet in December to
determine how much money we would give that lucky
person to attend the NASN conference based on our
budget.
In order to have that money available we came up
with two additional fundraising items this year. Several
of us created cup coasters and tissue holders in
October in time for our first meeting of the year, which
was held on October 22nd. The Villa Milano, an Italian
restaurant in the Westerville area of northern Franklin
County was the setting of our very informative meeting.
Eighty-three members enjoyed talking with colleagues
while eating delicious lasagna. Our President Juanita
Smith, Columbus City Schools nurse, conducted our
brief meeting. Our membership chairman, Nancy
Click announced we have 139 members, an increase
over last year. Ginny Black, our COASN Webmaster
won the drawing to have her OASN conference
registration fee paid for and she was elated!!! Five
alternates were also drawn.
COASN members then participated in an informative
presentation by Lisa Kluchurosky, a certified athletic
trainer who is now program manager at one of the
four locations of the Nationwide Children's Hospital
Sports Medicine Locations. She encouraged us to
really evaluate injuries by symptoms and range of
motion in her Sports Injuries talk. She reminded us
that if children injure their growth plate areas and don't
get medical treatment they might suffer permanent
injury. She showed several palpation sites and had
excellent slides of injuries. Next, we listened to the
second speaker, Dr. Laurel Talabere, professor
Emeritus at Capitol University. Dr. Talabere is also a
registered nurse and an asthma educator. She gave
us many websites to access updated asthma
information. Dr. Talabere encourages the use of
spacers and stressed that each inhaler now has
specific usage and cleaning guidelines.
Afterward the board met briefly and I announced to
them that several members from outlying counties
and one local Columbus City nurse not on our present
board had also volunteered to help with the OASN
survey. We tabled the discussion of hosting a dance
in the first quarter of 2009 to earn money for the OASN
endowment fund till we meet again.

January 22- Diabetes Update and Hands on with
Various Pumps - Location to be determined
May 5- to be announced
Some of our members have been helping Jan Lanier,
R.N., on her campaign to be in our Ohio legislature
either by door-to-door literature drop or by helping with
mailings. I am sorry that Jan Lanier lost her bid for the
house. I was one of those who spent time in February
and
March passing out literature door to door after our
significant snow and ice. Nurses need to have
representation in our state government so I
appreciated that Jan was willing to do that.
We really appreciate all of you for taking the time out of
your busy days to answer questions for our OASN
school health services survey. A great big THANK YOU
goes out to all our
members and one retired nurse who took the time to
make the phone calls. Sherry Bjerke, retired school
nurse and former OASN president did about one third
of our calls. Juanita Smith (Columbus City), our
COASN president, Gayle McCreery (Groveport-
Madison Local), part-time school nurse, and full time
school nurses, Joan Keith (Upper Arlington City), Lynn
DiLoreto (Urbana) and Ann Underwood (Groveport-
Madison Local) made the rest of the phone calls to the
81 school districts in our central Ohio Region.

We are pleased to report that NEOASN is back on
the internet! Our website, www.neoasn.org is also
linked to the OASN website. From the website you
can find the newsletter, upcoming events, and a
convenient way to contact any of the NEOASN board
members. Please check it out.
The fall
meeting of NEOASN was held on Thursday
evening, October 30, 2008 at the Cuyahoga County
Board of Health Office in Parma. We enjoyed a light
dinner of sandwiches and fruit salad. President Amy
Anter opened the meeting and reports were given by
each of our committee chairs. Aurelia Barney, Ohio's
School Nurse of the Year for 2008-2009, was unable
to attend but members wrote congratulations for this
honor and we look forward to celebrating with her in
the spring. Volunteers were recruited to make calls
for OASN's survey regarding the provision of
healthcare in Ohio's public schools.
A presentation was given by a volunteer from the
Remote Area Medical (RAM) Volunteer Corps about an
event planned for the Cleveland area in May 2009.
RAM collaborates with local free clinics, hospitals,
doctors, dentists, optometrists, PT's, social workers,
etc. to organize weekends of free medical services for
the uninsured and underinsured in areas across the
United States. They have been interviewed on "60
Minutes." This all-volunteer charitable organization
can provide EKG's, mammograms, screenings for
diabetes, cholesterol, bone density, hypertension,
eyeglasses, dental care, medication and nutrition
assistance all in one location. Nurses are now being
recruited.
Our originally scheduled speaker from the
Cleveland Clinic Center for Integrative Medicine was
unable to present that evening, but was ably
represented by Stephanie Richards, a registered
dietician who is a colleague at the same center. Her
presentation was titled "Taking Care of the Care Giver"
and gave us inspiration to reset goals to improve our
personal health. Much of her time was focused on
nutrition, her specialty. She stressed the benefits of a
plant-based diet using whole foods and avoiding
trans-fats and other processed foods that are
inflammatory. She showed examples of healthy foods
that are high in antioxidants and plant based protein
and contrasted that with an ancient sample of a
processed "lunchable" that hasn't shown signs of
mold or decay after many years in her closet! Her
message to us and for our kids is to beware of
chemicals that masquerade as food!

Ohio's Medicaid School
Program
Ohio's Medicaid School Program receives federal
approval. Ohio Department of Job's and Family
Services (ODJFS) has received federal approval of
Ohio's Medicaid School Program from the Centers for
Medicare and Medicaid Services. The approval is
retroactive to July 2005 when CAFS ended. The
program will provide federal reimbursement for
certain health-related services provided to children
with IEPs who receive Medicaid.

Resources for OASN
Members from Ohio Department of Education's Office
for Safety, Health and Nutrition
The programs for supportive learning environments
are part of the Ohio Department of Education's Office
for Safety, Health and Nutrition. The office provides
services, programs and products that focus on
addressing student, family and community factors that
improve learning climates in schools and,
consequently, improve learning. It also helps
establish policies on school climate as well as
substance abuse and violence prevention that serve
as models for school districts.
Supportive
Learning Environment Programs
- Coordinated School Health Program (CSHP).
ODE
and the Ohio Department of Health (ODH) are
collaborating on this initiative with funding from the
Centers for Disease Control and Prevention (CDC).
The major focus of CSHP is to help schools and
communities integrate best practice wellness
strategies into current initiatives in eight related areas:
health education, physical education, health services,
nutrition services, counseling and psychological
services, healthy school environment, healthy
promotion for staff, and family/community involvement.
- HIV Prevention. ODE, ODH and the HIV
Advisory
Group are working with guidance from the Center for
Disease Control and Prevention to provide effective
HIV prevention strategies for Ohio students. The
strategies will work within Ohio's Shared Prevention
Framework, which was developed by multiple state
agencies in order to coordinate efforts that support
Ohio youth and help improve their educational
outcomes.
- Physical Activity, Nutrition and Tobacco-Use
Prevention (PANT). This project is funded by ODE
and
ODH in order to improve health and education
outcomes of young people. A component of the
Coordinated School Health Program, PANT will focus
on physical activity, nutrition and tobacco-use
prevention.
- Safe and Drug-Free Schools Program.
The
program is the federal government's primary vehicle
for reducing violence and drug, alcohol and tobacco
use through education and prevention activities in the
nation's schools.
- School-Community Partnership Competitive
Grant.
The grant program is aimed at helping schools
provide prevention, early intervention and treatment
services for students, especially those with emerging
or serious behavioral health problems.
Supportive Learning Policies Adopted by
the State Board of Education
- The Model Anti-Harassment, Anti-Intimidation and
Anti-Bullying Policy assists districts in meeting their
requirement to have such a policy in place. The Ohio

- Guidance for Substance Abuse and
Violence Prevention Policy. This policy is
dedicated to
eliminating: drug and alcohol around school grounds,
on school buses or at school-sponsored functions;
verbal and physical violence including bullying and
gang participation; and student involvement in self-
destructive acts including self-mutilation and suicide.
- Substance Abuse and Violence Prevention
Policy. This policy directs the Ohio Department of
Education to help school districts create safe, caring
learning environments where students have access to
practices and programs that prevent them from
engaging in alcohol and other drug use, violence and
other self-destructive behaviors, including suicide.

Network With funding from ODE, the Center
supports administrators, teachers, parents,

Education and Research
Endowment Fund With the recent
fluctuations in
the Market, the Endowment Fund has sustained a
loss of $1,286.16 and as of 9/30/08 recorded a
balance of $13,543.37. Financial counselors continue
to advise investors not to make any changes in their
portfolios for the time being and we've been assured
that the Columbus Medical Association Foundation is
closely monitoring the current economic situation.
We will not be doing a mass mailing this year to our
members or our friends of school nursing, but would
like to encourage everyone to consider a small
contribution before the end of the year. Remember
that this meets the IRS' requirement as Tax
deductable donation. This can be accomplished
either by obtaining a donor card from your Regional
Rep, going to the OASN webpage and following the
directions there or by contacting any of the OASN
Board members.
The Endowment Fund planning committee has begun
to make arrangements for another fabulous event to
be held on Friday, March 27th in conjunction with the
OASN conference. Watch for further information about
this annual fund raiser and plan to join us for an
entertaining and informative evening.

| Update on ODH School Nurse Consultant Website and Resources |

The Ohio Department of Health School Nursing
Program is pleased to announce two new Web-based
programs for school nurses in the state of Ohio: the
ODH School Nurse Bulletin Board and Impact SIIS.
Both of these programs came online in late August,
2008.
Many of you were familiar with the old ODH School
Nurse Bulletin Board where you received an e-mail
directly from Dorothy Bystrom. Before her retirement
at the end of August, Dorothy worked with the ODH
technology department to convert the ODH School
Nurse Bulletin Board to a Web-based system. If you
were receiving bulletin board messages from Dorothy
in the past and have not signed up for the new Web-
based ODH School Nurse Bulletin Board -please
do! While the registration process for the Web-based
ODH School Nurse Bulletin Board may seem a bit
cumbersome, there are several advantages to the
new format. For instance, once a message has been
posted on the ODH School Nurse Bulletin Board, you
will receive an e-mail containing the message; at the
same time it is archived at the ODH School Nurse
Bulletin Board website. You receive all new
messages by e-mail, and can go directly to the
website at any time to look up a previous message or
print an attachment. The Web-based ODH School
Nurse Bulletin Board is a pilot project with the ODH
technology department, so we hope to expand the
capabilities of the site in the future. For instructions
on how to register for the new ODH School Nurse

The other
new Web-based program that kicked off this fall was
Impact SIIS. Impact SIIS is the online Ohio
immunization registry which contains the
immunization records of millions of Ohio residents. In
collaboration with the ODH Immunization program, the
ODH School Nursing program conducted a pilot
project last year where school nurses in 30 school
districts around the state were granted access to
Impact SIIS. After the success of the pilot project, the
ODH was able to roll-out school nurse access to
Impact SIIS on a statewide basis this fall. While only
licensed nurses may access the registry, the
administration of each participating school/district
must also sign a confidentiality agreement in order for
the nurse to participate in the program. School
nurses must sign and submit their security
agreements and provide proof of current licensure
annually to continue to have access to the registry.

| National and Ohio School Nursing Leader Passes |
| |
Peggy F. Rufner passed away September
22, 2008. Peggy will long be remembered as a leader
in school nursing in the Southwestern Ohio School
Nurses Association, the Ohio Association of School
Nurses, and the National School Nurses Association.
She was a 1946 graduate of the Miami Valley Hospital
School of Nursing where she was a member of the
US Cadet Nurse Corps. She also completed a BS
degree from Central State University. Peggy worked
first as an office nurse and a public health nurse for
Warren County. She combined her love of children
with her passion for education when she became a
school nurse for the Kettering School District in 1957
where she worked for the next 25 years serving as
Coordinator of School Health Services from 1968-
1982.
Her contributions were recognized with awards as
Outstanding School Nurse of the Year by the Ohio
Association of School Nurses in 1981 and induction
into the Chester A Roush Hall of Fame by the
Kettering School District in 2001.
Peggy was a leader in the school nursing
profession serving as President of the Warren County
Nurses Association and the Southwestern Ohio
School Nurses Association, of which she was a
founding member. She was instrumental in the
formation of both the OASN and the NASN and served
as President of both these organizations. Peg served
on the Board of Directors for the Kettering Classroom
Teachers' Association, District 10 of the Ohio Nurses
Association, the National Education Association
Department of School Nurses, and Representative to
the Ohio Education Association of Council of
Presidents. After her retirement from Kettering
Schools, she served as Executive Director of the
National Association of School Nurses.
Peggy's energy and commitment to
school nursing will long be remembered. She and
husband, Don, were also extensive travelers,
demonstrating her zest for life-long learning and
natural curiosity about the world around her. Peggy is
survived by her husband, Don, a son and daughter,
three grandchildren, and two great-
grandchildren.
Peggy has donated her body to Wright
State University College of Medicine. Memorial
Services will be held 11:00a on November 15th at the
Barrington of West Chester, 7222 Hamilton-Mason
Rd, West Chester, OH. In lieu of flowers, donations
may be made to the Lion's Club Eye Care Fund, which
provides eye care for indigent students in the Kettering
City School District. Checks (write Peggy Rufner on
the memo line) should be sent to the Kettering
Education Foundation, 3750 Far Hills Ave, Kettering,
OH 45429.
